SRINAGAR, Aug 23: The old saying that rules are for fools fits the bill in Kashmir as the influential enjoy privileges while as the poor have to suffer. This is more so when it comes to carrying out construction at places where the same is prohibited.
Reports and eye-witnesses told Early Times that the entire stretch of bye-pass from Parimpora to Pantha Chowk has been dotted by commercial structures on either side. These commercial structures have come up in contravention of laid down rules and regulations since the land on which the structures have comes up belongs to the government. At the same time this is in violation of Srinagar Master Plan.
“The land on either side of the bye-pass is state land known as Khalisa Sarkar in the local revenue jargon. Despite this many influential people have raised their structures on the land and thus violated the rules. The successive governments in the erstwhile state of Jammu & Kashmir did not take any action against the violators of law,” said sources.
Sources said that Peaks Auto that has come up on such state land near Lasjan has went many steps ahead and encroached many more Kanals of state land in the recent past. The higher ups of the company has erected tin sheets on the land encroached recently and erected the board of a famous motor company of the country.
“Peaks Automobiles used to deal with sale of cars of a particular brand of cars in the past and it has of late added yet another company to its list. The company deals with cars, trucks and load carriers and board of the company is visible from a distance thus catching the eye of people who pass by,” said sources.
Sources said that the land falling in the backyard of showroom of earlier car brand links with the new bye-pass that connects Qazigund with Srinagar and many parts of Central and North Kashmir and the showroom of new brand was constructed there. They said the company higher ups wanted to connect the showroom of new brand of automobiles with new bye-pass so that it could attract more and more people.
“As of now this plan has not materialized since the residents of Lasjan objected to the same. The residents objected to the plan saying that first a road should be developed that would connect Lasjan with the new bye-pass. Since the same did not go well with the people who were expected to do the job the automobiles company had to drop the idea,” said sources.
Sources said that there are standing instructions that no construction can take place on either side of bye-pass adding that even then the violations are going without any check whatsoever. They said the latest instance is the construction carried out by Peaks Automobiles while developing the showroom of the new automobiles brand.
Sources said that the people who own the commercial structures change the nature of land in revenue papers and claim that same is agriculture land. One fails to understand that how they could raise the structures on agriculture land since there is blanket ban on the same. This is done in nexus with the concerned revenue officials and some law enforcing agencies as well, sources said.
