DC Rajouri stops salary of employees for ‘failing’ to implement PMAY-G scheme

Rajouri, Aug 29: Annoyed over failure of Community Development Blocks (CD-Blocks) to implement Pradhan Mantri Awas Yojana- Gramin (PMAY-G), District Development Commissioner (DDC) Rajouri has stopped the salary of all the employees, including Assistant Commissioner Development (ACD) and Block Development Officers in this frontier district.
“Salary of all the employees of Rural Development Department (RDD) except class IV, drivers, and employees retiring this month, shall remain withheld till further orders” an order issued by the DDC reads.
The Government of India had launched PMAY-G scheme with an objective to provide houses in rural areas by the year 2022, to those who don’t have a house or are having one or two rooms with kachaa walls & roof.
In Rajouri district, as per ‘socio economic caste census’ (SECC) data, 39331 such houses are to be constructed and for which registration (for left out cases) and Geotagging was to be completed before August 28.
“The progress in this matter is being monitored by the Chief Secretary and Administrative Secretary RDD & Panchayati Raj Department (PRD).
Despite several meetings in the past to seek 100% registration of all the eligible beneficiaries on the portal, segregation of ineligible cases, Geotagging etc before August 28, the concerned officers failed to perform their legitimate duties as the cases were to be forwarded on or before September 8 for sanction” said Deputy Commissioner Rajouri, Nazir Ahmed Sheikh,
“During Friday’s meeting it was observed that the progress of all the blocks was very poor and out of 19 CD-Blocks, eleven came under the Red category,” he added.
The order issued by the DC Rajouri said that all this happened due to “lackadaisical attitude” of the controlling officers (including ACD) of RDD and officials dealing with PMAY-G/ . “This is irresponsibility towards duties which is in sheer violation of Civil Services Conduct Rules of J&K UT,” the order issued by the DC stated.
“The salaries shall be released only after the performance of the CD-Blocks, concerned officers/officials are found satisfactory” the order added.
