LG Sinha directs HODs to review development works on regular basis

Srinagar, Sept 4: The administration led by Lieutenant Governor, Manoj Sinha, has directed heads of all the departments to review the government and the central schemes on a regular basis.
Official sources said that on the directions of Lieutenant Governor Manoj Sinha all the HODs have been asked to review regularly the important government and centrally sponsored schemes, developmental works and other related matters of their departments. “They have been directed to submit a status report to the higher ups interalia highlighting the issues which require intervention for timely completion of the projects,” sources said.
Earlier the government in one of the circulars had said, “All the administrative departments shall provide the details of allocation under different centrally sponsored schemes to the Finance Department. They shall also share with the Finance department the pending proposals/claims with concerned Union ministry, if any, during the currency of the current financial year to facilitate follow up action, if required, by the Finance Department.”
The Finance Department had also taken a serious note over the “lackadaisical” approach of authorities of various departments in implementing the schemes.
A committee was framed headed by Joint Director Budget to “track submission of utilisation certificates by the departments for centrally sponsored schemes.
The committee was tasked to “monitor utilised and unutilised funds and submit fortnightly consolidated summary reports. Investigate financial irregularities referred to it”.
“Endeavour to improve efficiencies in the existing expenditure classification system including focus on capital expenditure. Strive to improve operational efficiency of expenditures through focus on utilisation targets and outcome. Move towards achieving reduction in financial costs through better cash management system,”
An official of the Finance Department said that the government had also taken a strong note that many developmental works have got affected over the years for non-utilisation of funds. “It had been seen most of the departments were failing to spend budget allocation funds in the first quarter of the year and then they were also not able to utilize these funds in the last quarter of the year due to weather conditions and other reasons.,” the official said.
Meanwhile the Lieutenant Governor Manoj Sinha has advised the administration to pay due attention to the genuine needs of people in the current scenario.
Sources said that LG told the officials that the common man should not suffer for getting even small services. “People have high expectations from the government and there is a need to make positive changes on the ground rather than limiting them to papers only,” sources quoted LG having told the heads of the departments.
Meanwhile sources said that LG was given an assessment of the prevailing security situation in the Union territory wherein he laid stress on realtime coordination between security forces and agencies for ensuring safety of the people.
The Lieutenant Governor has also stressed on the need to ensure safety of the general public.
Sources said that Lieutenant Governor further emphasised on the need for constant alertness, preparedness and synergy among various departments and agencies to enable dealing with an emerging situation in a coordinated and effective manner.
“The LG reiterated the need to constantly maintain a close watch on the ground situation and underlined the importance of sustained efforts to bring peace and harmony in the society for the overall benefit of people,” sources maintained.
Sources said that the LG lauded the role of Police and CRPF in maintaining law and order and ensuring security in J&K and advised heightened surveillance on all fronts to ensure safety and security of the people.
Sources said that top officials have also briefed the LG about the present internal security situation and many important matters relating to law and order in J&K. Sources said that he also emphasised upon the vital importance of regular review of the security of all protected premises and also discussed various issues relating to welfare of security personnel and their families.
