No confidence motion moved against Sarpanch for breach of violation of PRA in Kishtwar block

Kishtwar, Oct 2: After nearly two years since the Panchayat elections held in eeriest while State of Jammu and Kashmir and 2nd in last four months, six ward members (Panch) from Panchayat Lachdiyaram-A in Kishtwar block moved a no confidence motion against the Sarpanch over the grounds of alleged violation of J&K Panchayat Raj Act and negligence in the conduct of businesses.
As per the details available with Early Times, following the moving of no confidence motion against the Sarpanch by six ward members out of seven, the Secretary Panchayat Halqa Lachdiyaram- A had begin the process as laid down under law while at the same time efforts are being made to motivate the erring ward members to reconsider their decision of moving ahead with no confidence motion against the Sarpanch.
Speaking to Early Times, Panchayat Secretary Mohammad Abbas Lone said that the due process will be adopted as was laid down under law. He said that as per laid down procedure the notice will be issued for conduct of meeting under Chapter -5 Sec 81 of PRA-1996 and called for the meeting to be held under the Chairmanship of Chairman Block Development Council Kishtwar.
“A resolution seeking no confidence motion was received from six ward members of Halqa Panchayat wherein some serious allegations have been levelled against the Sarpanch Halqa Panchayat Lachdiyaram A regarding violation of J&K Panchayat Raj Act” read the no confidence motion submitted to Secretary Panchayat by the six ward members.
As per Chapter 5, Section 81 (I) of the J&K Panchayat Raj Act-the Secretary of the Panchayat shall have to convey a special meeting nor earlier than 10 days and not later than 20 days from the receipt of the motion.
The Panches also raised serious allegations of interference by the husband of the Sarpanch who is himself an employee in RDD department- the charge denied by the husband of the Sarpanch who told the Early Times that all the allegations levelled against him and his wife are false added that the Sarpanch is working for the welfare of the people.
It is pertinent to mention that this is the 2nd no confidence motion moved against any Sarpanch in Kishtwar District spread over RDD 13 blocks.
Earlier Sarpanch Poochal A 2 was removed from her post after J&K High Court refuse to issue stay on no confidence motion against the Sarpanch and directed the Secretary Panchayat to proceed as per the law by conducting the meeting under the chairmanship of BDC Chairperson.
