| Cong questions equal number of seats criteria for DDC in each distt | | | EARLY TIMES REPORT
JAMMU, Oct 18: Questioning the basis and criteria for the equal number of 14 seats of the District Development Council (DDC) for each district ignoring the area and population of the districts and regions into consideration besides the selective intrusions of certain provisions, JKPCC Chief Spokesperson Ravinder Sharma has demanded full implementation of provisions of 73rd amendment including the most important provisions which already incorporated in the state Panchayat laws but not implemented yet.
He also termed it another attempt to further delay the assembly elections and also deprive the existing BDCs from the rights already vested in them, becoz majority of them were having non-BJP affiliations.
Reacting to the sudden decision of creation of district development council constituencies without taking into account the population and area of each district or regions, JKPCC leader said that how it is justified to have equal number of seats in larger districts like Jammu with more than eight rural assembly segments and some other bigger districts with those districts having two assembly segments only.
Taking a dig at the ruling BJP, he said the BJP always talked of removing the discrimination in the delimitation of assembly and Lok Sabha seats but even failed ensure justice and fairness in the delimitation of DDC seats based on population, area and topography. The BDC chairpersons were elected on the basis of existing Panchayat law to be members of the respective districts development and planning boards and to be the electoral college for the election of chairman and vice chairman from amongst them but suddenly lost their rights midway, since most of the elected members are non-BJP. Why the provisions of direct election to BDCs as per 73rd not implemented and why this provision not made at the time of BDC elections, he questioned.
Stating that the most important components of the 73rd amendment are, the independent Election Commission, the Finance Commission and the Ombudsman but despite the enactments for the same during NC-Congress regime, in the state law, why the government has not set up the same in more than six years. Even the provisions of independent Election Commission made in state law by our govt, had been diluted by the government at the behest of ruling BJP to maintain influence of the government.
Questioning the selective intrusions of certain provisions from the central law, he demanded full implementation of all left provisions especially the existing provisions of the 73rd amendment already incorporated into the state Panchayat Raj laws to fully establish and empower PRIs. |
