DMRRR considers experience of backdoor appointees for posts of consultants

SRINAGAR, Oct 18: Department of Disaster Management Relief, Rehabilitation (DMRRR) and Reconstruction has once again appointed two candidates as consultants who were previously appointed as Disaster Management Professionals without any advertisement notice, interview or examinations.
According to sources that, a fresh appointment order was issued by Secretary DDMRR on 7th of October 2020 vide no: 82 JKDMRRR, where in two candidates on serial number 2 and 3 of merit list were appointed as Consultants in the scheme of strengthening of District Disaster Management Authorities of Kupwara and Baramulla.
Ironically, department has only mentioned only the merit of candidates without giving break-up of desired qualification, preferential qualification, desired experience and interview points while the order has been issued without informing/copy to the DDMAs of Kupwara and Baramulla, said sources.
Sources alleged that two candidates were selected for the post of consultant who were previously working in SDMA as backdoor appiontees since they were appointed without any notification, advertisement, interview or examination.
There was huge response to mere 3 posts that is, 1 senior consultant and 2 consultants therefore it was necessary to conduct an examination to determine actual intelligence of the candidates as the fact of the matter is that there are some highly experienced and PhD degree holders that were dropped for the appointment of consultant due to the consideration of experienced certificate which was in possession of those previous backdoor appointees, said sources.
They said that several aspirants are requesting to Union Ministry of Home Affairs and Lieutenant Governor to relook into the whole appointment process so that actual deserving candidates get justice.
They are demanding to initiate an enquiry in the DMRRR department who initially appointed various candidates as Disaster Management professionals during the last regime of PDP-BJP government now once again some candidates are being adjusted in well planned modus operandi.
The aggrieved candidates have asked the government that how can the experience of backdoor appointee candidates can be considered for any post in govt and how can any authority issue experience certificates to such candidates.
As the common sense describes it well if any appointment is via backdoor in violation of norms hence their experience itself is not valid as they cheated with the system, said sources.
Aggrieved candidates alleged that it is unfortunate instead of taking these candidates to the task, the government is supporting them on every front.
