PMGSY higher ups play truant by allotting tender to single bidder in Sunderbani

SUNDERBANI, Oct 30: Pradhan Mantri Gram Sadak Yojna (PMGSY) was introduced to provide connectivity to the people living in the far-flung areas but in this tehsil of Rajouri district the Yojna was misused by some officials to shower benefit to a particular contractor.
Sources told Early Times that some months back the PMGSY invited tenders from eligible contractors for carrying out black topping and allied works in the Sunderbani tehsil. Just a single person submitted the tender with respect to the works that were to be carried out at the total cost of 70 lakhs.
"Under the prescribed rules and regulations the tender process had to be cancelled and the process was to be re-advertised. However, this was not done and the tender was allotted in favour of the contractor who applied with respect to the tender notice," said sources.
Sources said that the whole tender process was 'fixed' since not many people knew about the floating of tender notice. Most of the contractors feigned ignorance about the floating of tender notice and said that they did not knew about the date of floating of tender as well as last date of submitting the tenders.
The PMGSY engineers posted in the Rajouri district said that they have no role in the whole process since the same is being done at the office of Chief Engineer, PMGSY Jammu. They also acknowledged the fact that the process had to be re-advertised since one contractor has submitted the tender.
Chief Engineer PMGSY Jammu, Manzoor Ahmad said that he does not know about the issue adding that he would look into the matter. Meanwhile the contractors have appealed Commissioner Secretary PWD to look into the matter and ensure that the tender is re-advertised.
