Not easy to make IB reservation certificates
‘Formalities, lackdaisical attitude of Revenue officials complicate process’

Vijaypur, Oct 30: Youth, who are entitled to get reservation in the government jobs and colleges, are finding it hard to get the mandatory certificates issued in their favour due to the alleged lackadaisical attitude of the Revenue officials. According to the details available with Early Times the youth staying within the radius of 6 kms near the Line of Control (LoC) and the International Border are eligible to get 4% reservation in government jobs and colleges.
The J&K Government recently released a list of 508 villages falling within a 192-km radius in Jammu division, of which 293 are in Jammu, 142 in Samba and 43 in Kathua districts respectively.
“It’s not easy to get the certificate. To get these certificates the youth who fall under IB categories are facing difficulties,” said, social workers, Sukhdev Choudhary, Avinash Choudhary, Pankaj Kumar and others who are helping the youth in this process.
“The provision of reservation is a welcome step. But unnecessary documents being sought are discouraging the beneficiaries”, they said.
The social workers and Panchayat representatives said that for the application, ration card, voter list, Aadhaar card, Girdawari copy, report from the Chowkidar, up to 15 years old stay at same place, income certificate, Lambardar and Chowkidar’s affidavit, school records, house maps and other documents are being sought.
“The youth and their families are making rounds of offices, including the tehsil office, to make their IB certificate even during the epidemic. It is also not easy to get documents. If you are lucky you may find the concerned employee but if you are not that fortunate you may not find the concerned employee for weeks,” the social workers said.
When contacted Tehsildar Vijaypur Gopal Chand said:“As per new guidelines process for issuance of IB certificates has been made easier. Apart from relaxation given by the government in issuing certificates by the Revenue Department, my team in Vijaypur Tehsil is working dedicatedly amid pandemic to facilitate the process. Allegations being leveled against my staff are baseless,” he added.
