Common masses fail to differentiate between NHM and HDF employees

SRINAGAR, Dec 25: The tall promises of transparency and accountability in the work culture in the health and medical education department fall flat as many people have been appointed under HDF in hospitals across the UT of J&K.
Sources said that there is a mushroom growth of employees in the health department across the Kashmir valley, and common masses fail to understand what sort of transparency and accountability is there in the health institutions.
“Though there is no doubt that corruption and favoritism has ruined the work culture of few departments in Kashmir, one cannot sit idle to let the authorities allow the state exchequer to loot at their will”, said sources. Sources said the LG administration has brought some tremendous changes in the work culture of some departments, but to some extent they are also being misled by the arrogant officers or officials across the valley.
There are complaints that the senior health officials have allegedly recruited/appointed or outsourced scores of youth for their security purposes. Dozens of new faces are seen roaming outside the offices of the Medical Superintendents, Block Medical Officers and Chief Medical Officers in various districts of Kashmir region, said sources.
Sources alleged that hundreds of people have been illegally appointed or outsourced by some health officials across the different hospitals in Kashmir valley and some have been seen guarding the medical superintendents and block medical officers in various associated hospitals.
Irony of the fact is that one could hardly differentiate between National Health Mission (NHM) and Hospital Development Fund (HDF) employees, said sources.
Sources alleged that there are some associated hospitals in Kashmir division, where it is seen that many employees have been appointed temporarily adding from whom they enquired about their appointment, interestingly they said that they have been outsourced by the medical superintendent at his own will.
Medical Superintendents seem like IAS officers, as they have been either allotted or have kept Z-type security around themselves and despite that there are dozens of well qualified youth who are moving from pillar to post in search of employment, said sources. It is learnt from that, Hospital Development Fund (HDF) is meant for overall development of hospitals, but unfortunately that is being misused by some officials/officers for their self interests, and there is nobody who checks these kinds of irregularities, sources said.
