Plus Two Lecturers' Forum alleges exploitation of human resource

Jammu, Jan 3: Monthly meeting of All J&K Plus Two Lecturers' Forum was held through virtual mode under the chairmanship of its president Deepak Sharma wherein the Forum alleged exploitation of Human resource at various levels while discussing burning issues pertaining to Plus Two community threadbare.
Deepak Sharma said that about 2000 members of cadre including CEOs and Lecturers are made to render their services without charge allowance causing mental and financial harassment wherein instead of incentivizing they are dislocated across the districts throughout the UT without any financial increment.
Another major exploitation is wherein a large number of principals are made to hold charge of many institutions as large number of schools and zones are lying headless.
Gravity of the situation can be gauged from the fact that Principal HSS SHAJROO and Principal HSS Banna in Reasi district have been assigned DDO powers of sixteen and nine institutions respectively in addition to their own school and same is the state of affairs with many head of schools in far flung areas across the length and breadth of J&K thereby affecting academic as well as administrative efficiency.
Forum also referred to one of the most blatant examples of discrimination with the cadre as Lack of Assured Career Progression(ACP)/Time Bound Promotion for want of which 10+2 Lecturers have to stagnate in single grade for about 20 long years.
Forum appealed for personal intervention of LG, Manoj Sinha to mitigate the sufferings of Plus Two cadre and demanded promotion lists/adjustments and regularisation of all in-charge incumbents/ retirees at all levels right from lecturer to Joint Director on fast track basis.
It also demanded charge allowance in respect of all placements/promotions , immediate release of regularisation list of principals pending since Dec 2007 for facilitating promotion list of CEOs and equivalents and promotion list of principals and placement list of senior lecturers pending since December 2013 as per one-third cadre strength of lecturers according to SRO 481.
