Successive Govts fail to provide basic facilities in Anganwari Centres
40% san toilet, 21% lack water facility, several AWCs operate from rented accommodations

JAMMU, Feb 13: Though several politicians, who have ruled Jammu and Kashmir, might be criticizing the Union Government for lack of development in the Union Territory but during their reins in the state, they have failed to provide even basic facilities in the Anganwari centres as around 40 percent have no toilet facilities while over 21 percent have no drinking water facilities.
Moreover a maximum number of these Anganwari Centres have been running through hired accommodations due to which a large amount of sanctioned funds have been utilized to pay the rent of the hired buildings.
According to the latest details available with Early Times, out of total 28460 operating Anganwari Centres in Jammu and Kashmir, data for 28042 Anganwari Centres (AWCs) is available with the concerned Ministry.
Out of these 28042 AWCs 11091 have no toilet facilities, which accounts for around 30 percent of the total Centres, while a total of 6065 AWCs have no drinking water facilities available, which accounts for over 21 percent of the Centres.
Having availability of the drinking water facility as well as toilets, is a basic requirement but since the beginning of the scheme, successive governments have failed to ensure basic facilities in these centres. Now the Union government has instructed the Union Territory administration to ensure that drinking water and infrastructural needs are met through convergence with the Jal Shakti Mission and schemes under Ministry of Rural development.
Moreover, maximum of the AWCs in Jammu and Kashmir have been running from rented accommodations due to which a good portion of the central funds have been exhausted to pay the rent of the hired buildings, in which AWCs are housed.
According to data available, out of the total funds allocated for the year 2017-18, over 13.37 percent of the funds were utilized to pay rent, while in 2018-19 and 2019-20, a total of 12.13 and 12.51 percent of the total funds were utilized to pay the rent of the buildings. If the same Anganwari Centres would have been operating from some government accommodations or community halls, the same amount would have been utilized for providing facilities in these centres.
Moreover Jammu and Kashmir has also utilized Rs. 6747.53 Lakhs for procurement of smart-phones, which empower the Anganwari workers for efficient service delivery.
