EARLY TIMES REPORT

JAMMU, Mar 8: Inordinate delay in releasing payments by Rural Development Department (RDD) Rajouri has put a nursery owner to mental trauma. The nursery owner had been running from pillar to post to get his pending payment to the tune of lakhs released against the supply of fruit plants to two Block Development Offices.
As per documents available with the Early Times, Daljeet Singh, an owner of Green Field Nursery in Rajouri had supplied fruit plants to Block Development Office (BDO) Nowshera as well as to BDO Lamberi worth lakhs in the year 2016. Although some part of the payment was released but major chunk of payment has not been released till date to the owner.
Astonishingly, despite giving several representations to the concerned offices as well as to Commissioner Secretary RDD nothing has been done to release his pending payment.
The aggrieved supplier informed that he had submitted a representation to Commissioner Secretary regarding non-release of balance payment with regard to supply of fruit plants to Block Development Officer Nowshera and Lamberi of Rajouri district. In response to representation dated 25-04-2018, the officer forwarded it to Assistant Commissioner Rajouri and Block Development Officer Nowshera/Lamberi to take necessary action regarding payment of balance amount on account of supply of fruit plants by M/s Green Field Nursery.
He further said that despite making requests to BDO Nowshera and Lamberi with the above mentioned correspondence for release of balance payment the officers at the helm of affairs did not pay any attention.
He further maintained that the concerned officer had drawn payment of Rs 5,07,500 dated 16-02-2017 in favour of M/s Green Field Nursery and the balance payment of Rs 12,95,000 and Rs 457350 with respect to Nowshera Block and Lamberi Block respectively is still pending with his office since 2016.
“Non-receipt of balance payment has bankrupted my firm and it has added to the miseries of me, my family and my employees. I am not even able to repay the credit taken from different agencies in order to carry on day to day work of my nursery unit,” he rued.
When contacted, BDO Lamberi said that she will talk tomorrow during official hours while text messages were sent to higher authorities but they didn’t respond.
