4 DCs shifted in last 14 months, overstaying clerks not transferred

ANANTNAG, Mar 22: Contrary to transfer policy, the Jammu and Kashmir Government hasn't dared to touch the overstaying clerical staff in South Kashmir's Anantnag which is now surprisingly witnessing frequent transfer of Deputy Commissioners from last year.
According to details available with Early Times, during the last fourteen (14) months, the government transferred four Deputy Commissioners in Anantnag, however it hasn't transferred a single clerk since last many years who are posted in Anantnag Mini-Secretariat or in the offices of other departments.
In February, 2019, the incumbent Chairman J&K Service Selection Board (J&KSSB) Khalid Jahangir (KAS) was posted as Deputy Commissioner Anantnag. Roughly, a year later, he was transferred from Anantnag.
In February, 2020, Bashir Ahmad Dar (KAS) was posted as Deputy Commissioner Anantnag. Four months later Mr Dar was again transferred.
KAS officer, K K Sidha was posted as DC Anantnag in the month of May 2020 and was then transferred after seven months.
IAS officer Anshul Garg assumed the charge of office as Deputy Commissioner Anantnag on 19 January 2021 but he was transferred just after two months. Now, UT administration has posted IAS officer Dr Piyush Singla as DC Anantnag who has assumed charge before three days.
The frequent transfer of Deputy Commissioners is deeply impacting the developmental works in the district, local residents say.
They also claimed that not transferring the clerical staff since decades was encouraging corruption and nepotism. "What officer can do? How can they ensure accountability and transparency? Is transfer policy not applicable to these influential clerics," they asked.
Sources revealed to Early Times that this clerical staff was even misleading senior officers.
"A Deputy Commissioner approached the Police when some clerks forged his signatures and got them booked," they said.
They also said that even some employees of Food Civil Supplies and Consumer Affairs continue to remain posted in Anantnag Mini-Secretariat against non-existing posts. "This FSC&CA employee was transferred few months back but next day he got his order rescinded. This is the amount of power they have,' an insider told Early Times.
