Glitches in tendering system for Panchayat works create hurdles

REASI, Mar 25: The unwarranted conditions and guidelines for allotment of works in Panchayats in tendering system by Rural Development Department (RDD) are creating hurdles in carrying out development of Panchayats in Reasi district.
Sources told Early Times that the government has sanctioned funds under Back to Village (B2V) for execution of works in panchayats through a tendering system but the conditions given in allotment of works are delaying the process.
"The guidelines issued by the RDD have created huge problems for the panchayats functionaries as it has been specified that the contractor, who will be allotted the works should belong to the same panchayat and the allotment of works will be done through a tendering system," they said.
It has been observed that in some of the panchayats, there is only one contractor and in that case tendering process is not possible due to which the development works are getting delayed, while in many panchayats there are two contactors who contest through tendering to get works but as per guidelines there should be more than two contactors for opening of contracts, which has again become the main hurdle, they alleged.
They further said that as per guidelines, in case of two bidders, the tendering process is initiated again and next time if again two bidders contest then again the tendering process is started which continues for three times and then fourth time the bidding is opened and in all this process lot of time is wasted thereby delaying the development work.
In Panchayat Sudheen Kothian of block Pouni, where two works amounting Rs 4.90 lakhs were approved for ward No. 5 and 9, two local contractors participated in the tendering system but due to guidelines the works were not allotted as there were only two bidders and now this process will continue for three times, said concerning Sarpanch Neelam Kumari Sharma.
Executive Engineer REW Reasi, when contacted, said that he can't change guidelines in case of two contractors.
Meanwhile, Superintending Engineer REW said that the main purpose of bringing a tendering system in allotment of works is to encourage competition so that eligible contractors can participate.
