No such fee in Ladakh, but Dogras to pay for owning pet dog!

Early Times Report

Jammu, Sept 9: Much against the expectations from the abrogation of the special status of Jammu and Kashmir, the Dogra community is being pushed to “financial burdens” like paying annual fee for owning a pet dog whereas no such directives are in place for Ladakh.
In 2020, the Jammu Municipal Corporation (JMC) had fixed August 31 as the deadline to register all pet dogs with a registration fee of Rs 500. Those who failed to register their pets face challan or the pet is impounded.
Interestingly, where as no such directives have been imposed on the residents of Ladakh union territory, Kashmir where similar rules exist on dog fee, won’t be impacted much.
As per the observers, the fee will have an impact on the pocket of the Dogra community alone.
“The people of Kashmir avoid keeping pet dogs for some religious reasons and thus this dog fee is for the Dogra community, which loves to own such pets,” said an observer.
As per a notification issued by the JMC, like vehicles, pet dogs within the jurisdiction of the civic body have to wear a registration number on their necks.
Apart from the registration fee, the dog owners have to pay Rs 300 as the annual fee.
Even though such fee on pet animals was introduced in 2011, the same couldn’t take off due to public resentment.
But now, when the Covid lockdowns have put thousands to financial crises, the JMC has only upped its directives for the owners of the pet dogs.
The Jammuites alleged that such orders were a “burden on the inhabitants.” “The idea of Naya Jammu and Kashmir was to end discrimination with the Dogras but it seems that things are only worsening for us,” said a dog owner, who has been left jobless in the wake of recent administrative orders.
The administration however has been refuting the public allegations adding that the orders on dog fee were being enforced in the interest of the people.
