Expedite construction of Dhar-Mahanpur road: Mahan Singh

KATHUA, Jan 7: DDC Chairman Kathua Col (Retd) Mahan Singh on Friday urged Principal Secretary to the J&K Government Shailendra Kumar to expedite the construction of Dhar Mahanpur road under PMGSY claiming that the same serves as backbone for the densely populated Mahanpur area.
In a memorandum submitted to the Principal Secretary, Col Mahan has expressed grave concern over inordinate delay in the construction of the aforesaid road and asked for his intervention to bail out people of the area from the difficult situation arising out of dismal condition of the aforesaid road stretch which was constructed about 4 decades back. He said that the Dhar-Mahanpur is a Block Head Quarter of Basohli Sub-District, located around 30 Km away from Basohli town. "The area inspite of being heavily populated is underdeveloped and the road connectivity is extremely poor.
The existing road access to Dhar Mahanpur from Ghagrore to Dhar Mahanpur (approx. 20 kms) was constructed around 40 years back. This 20 Kms of road unfortunately was never black-topped. However, in the year 2017, the road was undertaken by PMGSY department and tender worth approx. Rs 25 Crore was sanctioned for renovation and black-topping of the road which was to be completed by December 2019", he said adding that approximately 75 percent of the sanctioned work has not been completed till date and the road continues to be in a dilapidated condition resulting in huge resentment among around 30,000 population of Dhar Mahanpur Block.
He said that different deputations have approached him citing this burning issue and thus it is responsibility of the government to give due focus to the issue and ensure construction of this road as early as possible.
The DDC Chairman apprised the Principal Secretary that he held numerous meetings/discussions with concerned Chief Engineer, Supdt. Engineer and Executive Engineer over the issue but to no avail. He said that the concerned Contractor engaged for the project namely "Walia & Sons" has been continuously delaying the work and is indifferent towards this significant issue. He said that the 8 KM stretch which the aforesaid contractor had completed in 2017-18 was of poor quality and the same got damaged within few months of the construction.
The DDC Chairman said that the staff on ground i.e AEE, AE and JEs have been citing their constraint as the concerned firm is non cooperative and not interested in completing the aforesaid work as the same has adopted dillydallying policy in the matter. "As the road serves as a backbone in terms of connectivity in this region since there are numerous other PMGSY/PWD link roads coming up in the area and the potential of these roads cannot be fully utilized unless the road between Ghagrore and Dhar Mahanpur is fully functional", Col Mahan said, adding that it is necessary to pace up work on this road so that people of the area can avail benefit of development to the hilt. He also demanded that the concerned contractor should be penalized/ black listed and department should float new tender to expedite the aforesaid work.
