Panchayats turning into toothless tigers

Prime Minister Awas Yojana (PMAY) the scheme aimed at providing houses to all the people living in kacha houses seems to be confined to papers only in Jammu and Kashmir.
Lists of people living in kacha houses were provided by the Panchayat representatives to the government, but the pick and choose policy adopted by the officials has disappointed the Panchayat Representatives.
They have gone on record to say that they have been restricted to preparing lists only. And they are far from being empowered. Their empowerment is just on papers only.
Prime Minister Awas Yojana is aimed at providing pacca houses to all the deserving people, across the country, living in kacha houses. In every state and union territory panchayat has been empowered to identify the beneficiaries and recommend their cases. But in Jammu and Kashmir the role of the panchayat representatives has been restricted.
The Centre has fixed 2022 as the deadline for the completion of these houses, but till date nothing much is visible on the ground.
Complaints about corruption are galore as the people in many areas have accused the officials about asking the commission for including their names in the list. Many deserving people have been running from pillar to post to avail the benefit of this centrally sponsored scheme but they are returning disappointed.
The bureaucrats managing the J&K affairs should allow the panchayat representatives to take a final call about the beneficiaries rather than picking them up on their whims and fancies. The administration should look into the corruption complaints that are pouring from different quarters. To provide a house to every poor family has been the dream of Prime Minister, Narendra Modi, but it seems that a few officials by poking their nose are trying to put impediments. And if they continue to do the same, the PMAY scheme will remain confined to papers only.
Since the day Narendra Modi has taken over the reins of the country his vision has been clear and the schemes devised by his government have been aimed at empowering poor people. In J&K also the Centre has pumped in a lot of money but New Delhi needs to see whether it’s reaching to a common man or not.
Not much can be achieved without empowering panchayats. Decentralization of power is must for the benefits to reach the common man.
