Online property returns portal perturbing for employees
Website develops regular snags, belated OTPs routine

JAMMU, Jan 25: The latest system of Property Returns for the Jammu and Kashmir government employees has turned into a major troublesome affair with frequent snags and belated OTPs acting as a spoilsport.
The portal namely https://prs.jk.gov.in was launched in December last year amid much fanfare with claims being made by the government that the portal was user-friendly and could be assessed at ease. It was aimed to facilitate access and monitoring of the property details of all employees, especially while processing vigilance clearances in their favor, besides assisting the Anti Corruption Bureau in investigating the cases of disproportionate assets expeditiously. It was stated that it would replace the existing cumbersome system of manual filing and was aimed at ensuring timely compliance by all government employees.
However, as the government employees are trying to upload the details, the portal keeps developing sudden and unexpected snags. Several employees complain that the portal develops errors all of a sudden that too when a considerable amount of time is spent by the government servant in uploading his/her property details. "You are at first supposed to register yourself on the portal by entering your employee code. Then you have to choose a password. Once this process is done, you have to enter your one-time password or OTP every time you have to enter the portal for uploading your details. Getting that OTP is a ruthlessly cumbersome process. Though the time duration for the expiry of the OTP is 10 minutes and you are ought to receive it on your registered mobile number and email address, it takes sometimes more than an hour to receive the OTP and when entered, the portal simply reveals that the OTP is expired. Sometimes, you don't get the OTP for hours together," says a disgruntled employee struggling to file the property returns.
Scores of other employees also highlighted the hardships they face while dealing with the portal. "The portal after consuming much of your time tells you that the site is busy, please try after some time. Also, you normally spend hours together uploading your details. While you are about to click on submit button, it develops the error and you have to again go back to the stage where you had first begun like entering the employee code and waiting for the OTP."
Another employee here said that he didn't do anything for the entire day except wait for the OTPs and hope that the traffic on the site would minimize and it would accept the details. "Those coming out with such ideas should know that not all employees in Jammu and Kashmir are IT professionals. The administration must not ostracize the issue. It merits concern and before issuing the diktat of filing property details through online mode, the government should have established designated help centers to assist the departments in such endeavor."
