NC expresses concern over denial of jobs to locals in Pakal Dul Power Project

JAMMU, Jan 25: Vehemently supporting the issues being raise by Chairperson District Development Council Kishtwar Mrs Pooja Thakur and others with regard to the absorption of the local skilled and unskilled workforce besides professionals in the construction of 1000MW of the Pakal Dul Hydro Electric Project at Dangdoru, Provincial President National Conference Mr Rattan Lal Gupta today lamented over the administrative apathy in sorting out the issue by prevailing upon the executing agency in ensuring implementation of the MoU in letter and spirit.
“The executing agency is required to involve the local work-force in the construction of the project but they are showing scant regard to the agreement signed with the administration”, Mr Rattan Lal Gupta said in a statement issued from Sher-e-Kashmir Bhavan, adding that this speaks of the bureaucratic high handedness which cares too hoots about the public interest.
Mr Gupta said least to speak of the administration taking up the issue with the executing agency, they are not bothered to take the cognizance of the protest, which are being led by a chosen Chairperson of the District Development Council and other Councilors. This also casts doubts about the intent of the administration in empowering the grass-roots level democratic institutions. On the one hand the administration has accorded a sort of protocol to the elected representatives in terms of letter of warrant and on the other they are being humiliated by forcing them to sit on dharnas. He said the DDC Chairperson is raising issues pertaining to the youth and unemployed which should have been equally the concern of the administration, which is deliberately looking to the other side, one wonders on what consideration.
The Provincial President said that undermining the position of the elected representatives is against the democratic ethos and by doing so a dangerous trend is being practised by the administration. Such type of highhandedness and bureaucratic supremacy is unacceptable and the National Conference will fight tooth and nail these undemocratic tendencies, he added.
Mr Gupta said the private and public undertakings are required to spend a specific percentage of funds over the local development under Social Responsibility Programme but it is not being adhered to in Jammu and Kashmir. He questioned the rationale being adopted by the companies in this regard.
Mr Gupta reiterated that the people of Jammu and Kashmir would resist the attempts being made to trample their rights on jobs, lands and businesses. He said the permanent residents are the primary stakeholders and the Centre in general and the BJP in particular must show some regard to the sensitivities and sensibilities of the people.
The Provincial President, while expressing solidarity with the protesting DDC Chairperson and others, who are sitting on dharna in Dachan Tehsil Office for the past five days, urged the administration to take a call on the issues and sort out these on priority.
