Early Times Report

Jammu, Mar 24: Even as the government must have spend millions to host a delegation from the United Arab Emirates in Kashmir, the delegates made no commitment on foreign investment in the Union Territory raising questions over security situation in the wake of spike in terror incidents.
During the three day visit of the high level delegation from UAE, which concluded on March 22, multiple terror strikes took place in Kashmir. While a policeman was killed in the same summer capital where the delegates were camping, elsewhere at least three separate terror strikes took place.
Official sources said New Delhi is not happy the way the Raj Bhawan has been handling situation in Jammu and Kashmir.
“Security apparatus has to be on high alert during such high profile visits lest any terror strike takes place and hinders the prospects of foreign investment. But we have an administration in place which failed to keep situation under control even for three days,” said a senior official on the condition of anonymity.
He said the undue “interference” of a senior IAS official on deputation into the matters of security has been among the causes of worry.
“If New Delhi opts for an inquiry it will become amply clear how he (official on deputation) has been calling the shots in the matters of security for interests better known to him. At times he even dictates terms to some police officials, which is not acceptable professionally,” the official said. Even a day after the delegates left, 5 policemen, one CRPF personnel among 7 injured in Rainawari grenade attack on March 23 evening. A day before that on March 22, a policeman was killed in Soura locality of same Srinagar.
Earlier on March 21, a civilian identified as Tajamul Mohi-ud-Din Rather was shot dead by militants near his home at Gotpora Budgam in central Kashmir’s Budgam district.
The same fateful evening gunmen fired upon non-local labour Bisujeet Kumar son of Paras Mandan of Bihar at Gangoo Pulwama, leaving him injured.
Interestingly, ahead of their arrival of the UAE delegation and on the day Union Home Minister Amir Shah had chaired a security meeting in Jammu before leaving back for the national capital, the same fateful evening three militancy related incidents were reported from across Kashmir of March 19.
Three CRPF men and a non- local labourer were injured in three militancy related incidents across Kashmir.
“During the evening hours, three terror incidents were reported from South Kashmir’s Pulwama, Shopian and Awantipora districts.
While a non-local carpenter identified as Muhammad Akram son of Ab Salam resident of Bijnor UP was fired upon at Arihal Pulwama, a CRPF Jawan was injured when terror groups lobbed a grenade on CRPF camp of 178Bn.
In another incident, militants lobbed a grenade on CRPF camp of 180Bn at Nowdal Tral in which two CRPF personnel received splinter injuries.
Kashmir has already witnessed a fresh spike in target killings in the month of March. This month alone, at least six civilians including three Panchayat members were killed by terror groups.
The Raj Bhawan however says that normalcy has been restored and that Kashmir has been witnessing record footfall of tourists. The Raj Bhawan is also hopeful of multi crore foreign investments in J&K.
The people of Jammu and Kashmir and a section of bureaucrats have been seeking intervention of the Prime Minister Narendra Modi into alleged mis-governance in Jammu and Kashmir.
