Ulta chor kotwal ko dantey

Blames RAW not IS for attacks!
ET Report
Jammu, May 14: After failing to handle and contain terrorism in Pakistan, the neighbouring country has started blaming India's premier spy agency, Research and Analysis Wing (RAW,) for being involved in the terrorist activities there. First it was the Pakistan military establishment which alleged that RAW is fomenting trouble now the Pakistan Foreign Secretary Aizaz Ahmad Chaudhry has repeated the same.
Baffled by the Islamic State terrorists gunning down 45 Shia Ismailis in Pakistan's volatile Karachi city, the Pakistan government is trying to hide behind its failure to rein in the terrorists who have been calling shots and killing people as per their own will.
During an informal interaction with reporters after the dreaded attack Pakistan Foreign Secretary said RAW was involved in various terrorist activities across Pakistan.
His assertion came days after Pakistan's top military brass accused RAW of "supporting terrorism" in the country in an unusual instance of a Corps Commanders' Conference directly pointing fingers at another country's intelligence agency.
Defence analysts in India have ridiculed the claim of the Pakistan establishment and are of the firm belief that Pakistan Army and its allied forces have "surrendered before terrorists." "Pakistan Army is not capable of handling terrorists and it has given in. Pakistan wants to pass the buck by blaming RAW for the trouble within Pakistan," said an analyst.
He said the despite consistently claiming that the Indian intelligence agency's hand was behind terrorism in the country, Pakistani authorities have remained uncommunicative about any proof in this regard.
Pertinently, after the attack the dreaded Islamic State terrorists had owned the attack and had threatened to carry out moiré such attacks in future.
Referring to the old adage: "Ulta chor kotwal ko dantey" the analyst said, "India has time and again proved that Pakistan is involved in promoting terrorism in India and its soil is being used to wage war against us. It's astounding that despite India proving it beyond doubt that Pakistan is involved in fomenting trouble in India the neighbouring country has started blaming us for its failure to tackle the terrorists for whom Pakistan still serves as the breeding ground."
The analyst said that it's not for the first time that terrorists have targeted civilians. "Armed terrorists have been in prowl in the country and strike whenever they want without any fear of law and state machinery. Pakistan Army has failed miserably to restore normalcy in the country and its only attempt is to save its skin," he added.
The analyst said that international community should declare Pakistan as failed state and forces from other countries should be allowed to take the control of the anti-terrorist operations there. "It's shameful on part of Pakistan to blame India for its failures. Entire world knows that Pakistan has given shelter to the terrorists who are wanted in India and has been fighting a proxy war in Jammu and Kashmir for the past 25 years."
He said Indian armed forces have been instrumental in foiling the designs of Pakistan and have succeeded in restoring normalcy in JK. "Indian forces have proved their mettle on all the fronts but Pakistan Army and its allied forces have failed to deliver."
The analyst claimed that IS terrorists announcing their arrival in Pakistan can hit India also and effects can spillover to JK. "We cannot brush aside the IS threat. Policymakers need to put their heads together and find ways and means to tackle the threat of spill over from the other side. We cannot wait for Pakistan to act against these elements. We have to gear up and get ready to tackle them," he added.
