Moves seem afoot to destroy Congress in J&K – IV

JAMMU, Nov 29: In the cold-desert Ladakh region, which consists of two districts, the NC is very strong in the Shia-dominated Kargil district and the Congress and the Ladakh Union Territory Front (LUTF) are very strong in the Buddhist-majority Leh district. The NC represents both the assembly segments in Kargil district - Kargil and Nobra - in the assembly. In Leh district, which also returns two members to the assembly, Leh assembly constituency is represented by the Congress party and the Zanskar assembly constituency by an Independent candidate. The NC has little or no support-base in Leh district. The story of the PDP is no different. The PDP has also little presence in Kargil district.
The political environment as it prevails in the highly strategic trans-Himalayan Ladakh region clearly suggests that there is no possibility of the Congress party sharing its political space with the NC in Leh district. Similarly, the NC under no situation will oblige the Congress party by allowing it to field any candidate in Kargil district.
The short point is that the political scene of Ladakh is no different from that of Jammu region and that it is extremely difficult to say that the suggestion of Chief Minister Omar Abdullah, who is desperate to reach a pre-poll alliance with the Congress party and remain somewhat relevant in the state politics with the help of his coalition partner, will cut much ice. The Congress high command, which doesn't feel the people's pulse and which is surrounded by sycophants, self-seekers, intriguers and persons with no mass experience, might impose its will on the local Congress leadership, but there are reasons to believe that such an imposition would create a situation similar to the one the Congress high command has been facing there for many days in certain areas in Gujarat like Vadodra where the Congress high command ignored the claim of local Congress leaders and handed over the seat to the Nationalist Congress Party (NCP) of Shard Pawar. The NCP has fielded a "very weak" candidate against the BJP candidate. According to reports, almost one thousand district and tehsil level Congress leaders have already resigned from the party and the process is still on. Besides, at least two top state Congress leaders, including state vice-president, have also revolted against the party high command and joined the BJP, thus further damaging the poll prospects of the Congress party in the politically crucial Gujarat State.
It would not be out of place to mention here that the Congress leadership in Leh district is known for taking independent decisions or treading a path different from the one suggested by the Congress high command. Take, for example, what the local Congress leadership did in 2002 just on the eve of the Assembly elections. The Congress merged its identity with the LUTF to contest the Assembly elections. In fact, all the political formations active in Leh district had merged their identity with the LUTF. The result was that the LUTF candidates were declared elected unopposed. In Jammu Pradesh, a number of former Congress legislators had also deserted the Congress party to join either the PDP or contest elections as Independent candidates. For example, they had contested the Assembly election as Independent candidates from Nagrota, Nowshera and Marh constituencies, to mention only a few. They had performed well as compared to the official candidates. (To be continued)
