Mother of five running from pillar to post for BPL ration card for a year
Beyond ' responsive governance'!

Jammu, Aug 22: Amidst claims of accountability and transparency in governance, Sunita Devi, a widow and mother of five has been running from pillar to post to get BPL ration card for years so that she could feed her children.
"I am visiting Consumers Affair Public Distribution Department (CAPD) office Bishnah, seeking issuance BPL card, but no one is paying attention to my plight, said Sunita, narrating her story.
"It seems that government has failed to provide ration to its citizen under Right to Food", she said, adding that despite her repeated approaches with all concerned official and officers the matter remained un-settled.
"I have apprised concerned Sarpanch, Naib Sarpanch and Tehsil Supply Officer (TSO) CAPD and requested them to issue BPL ration card in my favour", she said.
Narrating her tale of woes, she told Early Times that after her husband died two years back of prolonged illness, she was solely responsible to bring up her five children with no source of income or saving. "I use to carry cow dung from few houses of my village to earn bread for my children, but I did not get enough because, two children out of five are studying, at primary level", she added.
Inhabitant of village Kulwal told that for the last many years the CAPD department has not conducted survey, except census 2002, the department was making BPL cards, where pick and choose policy was being adopted.
"Majority of resourceful people of the area have got BPL cards, but deserving are being ignored ", they alleged. The locals said that there were some prominent people who have BPL cards and those who deserved the benefits were missing from the BPL list, and add, "It is not a single case, where deserving are being deprived of BPL, there are several others eligible who have been ignored".
Tehsil Supply officer, Sansar Chand when contacted, informed that the case of Sunita Devi was not in his knowledge, and added "due to incomplete documentation the process could be delayed".
Assistant Director of CAPD, Davinder Singh said that without recommendation of Committee which comprises of BDO, TSO and Tehsildar, card cannot be made."Nobody has recommended the case of Sunita Devi", he added.
