30,000 teachers without salary for 4 months | | | Early Times Report
Srinagar, Nov 12: Around 30,000 teachers engaged by the Jammu and Kashmir government under a central sponsored scheme of the Indian government have been without salary from past four months. The delay in disbursing salaries has been due the state government's Education Department failure to submit utilization certificates to the India's human Resource Development Ministry for grants. The delay in releasing funds has badly affected the functioning of the scheme-SarvaShikshaAbhiyan- run schools in Kashmir. "From last four months our salaries have not been released due to failure of concerned authorities in submitting the Utilization Certificates regarding SSA on time. The centre has withheld the installment to Jammu and Kashmir government owing to the failure of SSA Directorate to submit expenditure certificate," one of the teacher Mushtaq Ahmad said. According to the teachers around 25000 teachers in all districts are without salaries. "We are running from pillar to post for the past four months to get our salaries released, but of no avail," they said. Sources said that the union ministry for human resource development has asked the state government to submit utilization certificates. A top official in the Indian ministry said Jammu and Kashmir government has failed to submit the utilization certificates. "We always communicate to the Jammu and Kashmir government about the submissions in time but they have failed to do so. Now we have blocked the allotment. They should first submit all the pending certificates and then we will release the pending installments," he said. 65 per cent of the salary for a teacher working under the scheme is disbursed from the central and the state chips in with the rest. Earlier, the central government would release its funds directly to society. But now the central component passes through three channels including finance and administrative departments which has created problems, according to the sources. The aggrieved teachers said the state government is supposed to submit the utilization certificates every three months. "But we have never come to know that they have ever submitted these certificates in time. The incompetence and lack of work culture are the cause behind the blockade of central funds in our scheme," said, Nazir Ahmad, a teacher working under the scheme. |
