GAD joins deptts violating Model Code of Conduct, issues relieving orders of two KAS officers
MCC continues to be taken for granted by officers

SRINAGAR, Nov 12: In blatant violation of Model Code of Conduct enforced in view of Assembly elections the General Administration Department (GAD) issued two orders at fag end of the last month. The orders were issued in connection with the transfer and subsequent posting of two Kashmir Administrative Service (KAS) officers.
On October 30, the GAD issued order for the transfer and posting of Dr. Nasir Ahmad Naqash as Additional District Development Commissioner, Anantnag. This order was issued five days after the enforcement of MCC in the state. The MCC got enforced on October 25 as soon as Election Commission of India announced dates for five phase Assembly elections in the state.
"Dr. Nasir Ahmad Naqash, KAS, Special Secretary to Government, Higher Education Department, under orders of posting as Additional District Development Commissioner, Ganderbal, vide Government Order No. 1058-GAD of 2014 Dated 16.10.2014, is hereby deemed to have been relieved today on 30th of October, 2014, with the direction to join at his new place of posting i.e. Additional District Development Commissioner, Ganderbal, immediately," reads the Government Order No.1137-GAD of 2014 dated 30.10.2014.
Next day that is on October 31, the GAD issued an order asking for the transfer and posting of Gulzar Ahmad Dar as Deputy Commissioner, Relief Organization (Migrants) Kashmir. This order too was issued in contravention of MCC enforced in the state.
"Gulzar Ahmad Dar, KAS, Deputy Excise Commissioner (Executive), Kashmir, under orders of posting as Deputy Commissioner, Relief Organization (Migrants), Kashmir, vide Government Order No. 1058-GAD of 2014 dated 16.10.2014, is hereby deemed to have been relieved today on 31st of October, 2014, with the direction to join at his new place of posting i.e. Deputy Commissioner, Relief Organization (Migrants), Kashmir, immediately," reads the Government Order No.1146-GAD of 2014 dated 31.10.2014.
Scanning the two orders one fails to understand why the two KAS officers took two weeks in joining their new place of posting. At the same time if they joined after two weeks what was the need for GAD to issue a new order as they could have joined on the basis of orders already issued on October 16.
The two KAS officers also took for granted the MCC in place and took more than due time in joining their new place of posting. Since people more so officials knew that MCC can be enforced in the state anywhere it was imperative that the two officers should have joined days before the actual date of joining.
It would be in place to mention here that complaints have poured in from different departments that MCC has been violated with impunity with officials being transferred even after enforcement of MCC. The election authorities in the state have so far taken a lenient view on this issue and action remains to be taken against the officials who have taken the enforcement of MCC for granted.
Pertinently employees of Urban Local Bodies department have threatened to launch an agitation in case the transfer/posting of some executive officers and other officers is not rolled back. The employees alleged that transfer/posting orders were issued after the enforcement of MCC.
