Poor students are made to crawl for a scholarship

BANDIPORA, Nov 12: Poor students are made to crawl for a scholarship. They are supposed to get an income certificate from the concerned patwariwhih is not an easy job.According to sources "hundreds of parents from far flung areas in Bandipora District have accused the revenue department for not giving the income certificate to their children who wish to avail the benefits of scholarships which are being provided by the Social Welfare Department.
A parent from Bandipora district told early times that their children have to move from pillar to post to get the income certificate from Pathwari in Revenue Department to avail the benefits of centrally sponsored scholarships.
"My son Arjuman Khan is reading in class 9th, last time he approached the pathwari to get the income certificate, according to norms set by the Social Welfare Department it is mandatory to attach the copy of income certificate with the scholarship forms, but he was asked by pathwari to come next day, the very next day he approached the pathwari who told him to pay Rupees 300 only than you could get the income certificate, parent alleged. He added that, this is not the case of my son only but there are many students who are very poor.
Another parent said that I belong to Below Poverty Line (BPL) and my annual income is less than Rupees forty thousand, my children were never granted this scholarship as I was not having income certificate which could have helped my son to get the scholarship benefits in time.
"Most of the children belonging to below poverty line are completely ignored from time to time, as some times we doubt that the children belonging to rich families are getting it constantly from the past many years, parent complained.
When contacted, heads of different government and private schools of the area they too accused the revenue department for demanding of bribe from these poor students.
Almost every student in our school belongs to below poverty line and everyone is eligible for it. But only a small proportion of them get these scholarships. However senior official from social welfare department Bnadipora,wished not to be named said that the income certificate is very important so that we come to know who is most deserving student so that she/he could be provided scholarships.
"If we will not keep this certificate as an important document, it would very difficult for us to differentiate between rich and poor children who are below poverty line, he said.
Official added that, "Schools should forward the forms of deserving candidates only so that there isn't any kind of injustice with these poor students.
Pertinently schemes like Pre and Post Matric Scholarships are meant for the eligible and meritorious students belonging to the poor communities, and the money is being given by the department of social welfare, official maintained.
