Jammu, Dec 11: Represented by ruling National Conference since 2002, Kalakote assembly segment exposes Omar Abdullah's claims of development in the state where schemes of roads, health and education sectors exist only on paper. The constituency came into existence in 1996 after delimitation. It was then represented in the House by Congress MLA Ashok Kumar but in 2002 and 2008, it was represented by National Conference. In the constituency, Sub District Hospital is waiting for doctors, Government Degree College and higher Secondary School, established in 1974, are facing dearth of teaching staff. In Community Health Centre, only two doctors including BMO are catering to the huge rush of patients. "OPD in the hospital exceedes 200 patients daily. It is difficult for a doctor to check up hundred patients daily", sources said, adding it was also in violation of the Doctor-Patient ratio as fixed by medical council of India. Similarly, the condition of Government HSS, Kalkote, established in 1974, was also not good. No additional subject has been introduced in school as compared to other higher secondary schools in the district. Laboratories are also not up to the mark. The most important issue of widening of 22 kilometers Kalakote-Siot road stretch was also overlooked by the sitting MLA. The paper work to construct it was started around seven years back. So far, only surveys are being conducted by various agencies. "There are accusations of discrimination by opposition parties against constituencies represented by MLAs of non-ruling parties but Kalakote constituency could not tread on the path of development despite the fact that it is represented by the ruling NC MLA", a National Conference leader said, seeking anonymity. He said, "First time survey was conducted in 2008 by Economic Reconstruction Agency (ERA) but it it did not execute the work. After five years, the responsibility was given to PWD (R&B). After conducting survey of the stretch, R&B made an estimate of Rs 56 cr for the project in March-April 2013. In the month of August, the project was given to PMGSY and again a survey was conducted by the third agency but it too did not execute the work." A senior NC leader from Kalakote said that it was very shameful that even after the sanctioning of Rs 2 cr by the CM, the project was yet to take off. |
