Throat desiccated since Independence, water still saccharine dream for villagers
NRDWP scheme got in vain

Kathua, Feb 15 : National Rural Drinking Water Programme, NRDWP, introduced by union government in the year 2011-12 got in vain but throats of beneficial have still been desiccating since Independence. Water- the elixir of life, still is not less than a saccharine dream for hundreds of villagers of Mehtab garh, Kandi belt of District & Tehsil Kathua. People belong to Bakarwal community and alleged on state government to voluntarily neglect their sufferings. National Rural Drinking Water Programme, NRDWP, introduced by union government had provision to provide water facilities to four selected villagers including Mehtab Garh but no facility has been provided to villagers under such programme. The villagers especially women have to carry water from 3-4 km for domestic purposes. It is pertinent to mention here that women carry water from 3-4 Km through wilderness path and dense forest that can be a cause for any anti- women incident. It would be a threat for women's security too. Scarcity of water supply not only paralysis the domestic affairs of women but also affects live-stocks and elders. People bath once a week in the village that causes several skin diseases. The Union government talking about modern India and makes several promises of development but at ground level people are even crying for scarcity of drinking water supply. Naseema Bano, a domestic woman, said scarcity of PHE water supply disturbs their domestic affairs as they have to carry water early in the morning that affects schooling time-table of their wards. She said that she has been facing problem since got married in the village. Nasibo said PHE department installed water pipes and constructed a water reservoir four years ago but no water supply has been provided till day. She alleged on PHE department to ignore their suffering as issue has been raised several times but no action has been taken to redress their demand. She alleged the department to use sub-standard materials in water reservoirs as water motor usually gets out of order. Abdul Wahid said PHE just ensured to provide appropriate water supply in the village but nobody came ahead to redress their genuine demand. He alleged on political or social representatives for not raising their demand and they are suffering a lot. He added that they belong to minority so as their voice always squashed down. He said, 'We belong to India not came from Pakistan that nobody redresses their problems and deliberately neglects our sufferings." Ladies carry water from a river and spend the whole the day to fulfill their daily needs. The river gets dry during summer season.PHE departments provides single water tank for hundreds of villagers once a month which can't meet with the demand of water. Md. Sadiq, an elderly person, said 65 families of particular community have been affected due to scarcity of water since Independence. Villagers raised their voice before concerned high authority but nobody realizes their sufferings. He informed that Union government sanctioned 1.17 crore under NRDWP in 2011-12 but department failed to utilize such fund properly. When contacted to X En PHE ( Mech.) Md. Taj, drew out several excuses and left deficiency on contractor's part. He said the department tendered such project but contractor left the work in midst that affected the construction work. He said that the NRDWP was meant for 4 villagers and development works were completed in rest of three villages. The question is raising here that if department completed the works of other three villages, why did the deptt leave the work of village that belonged to minority community and suffered a lot as compare to other three villages. As usual, X En ensured to renovate the reservoir and water pipes within days. He also assured to restore water supply within 10 days. DDC Kathua also ensured to review the existing situation. He said the water supply will be provided to the villagers.
