5 yrs on, RS Pura's ITI building awaits completion
Of 20.98 cr released, only 78 % utilized in 6 yrs

Jammu, Apr 25: Defeating the purpose of creating multi-skilled workforce of world standard in the state, Technical Education Department has miserably failed on various fronts due to its apathetic attitude including raising required infrastructures and utilizing central funds.
Sources told Early Times that construction of workshop building at Industrial Training Institute (ITI) R S Pura was approved for Rs 45.54 lakh in February 2010 for completion within six months.
"Despite release of full amount to the executing agency during 2009-11, the building was incomplete October 2013. Due to non completion of building, the machinery, equipment and vehicles purchased under Vocational Training Improvement Project (VTIP) for Rs 32.67 lakh were lying unutilized besides trainees were deprived of the intended benefits," they said.
Besides, Department has failed to utilize central funds, sources informed that against the total release of Rs 20.98 crore by the Government of India and State government during 2008-14, the department could utilize only Rs 16.26 crore (78%) resulting in under utilization of funds. Despite timely release of funds by the central government, annual under utilization ranged between 43 and 80% whereas in respect of State funds only 57 percent had been utilized and balance was surrendered.
They further added that against receipt of Rs 12.62 crore under Central Share, Utilization Certificates for Rs 11.27 crore only had been submitted and for balance amount of Rs 1.35 crore utilization certificates was still awaited ending March 2014.
Pertinently, Centre had launched Vocational Training Improvement Project (VTIP) in 2007 in the Central Sector with World Bank Assistance (WBA) to upgrade 500 ITIs over the next five years at a rate of 100 per year.
The project centrally coordinated with a strategy to establish Centers of excellence (COEs) and upgrade the training of conventional trades to produce multi-skilled workforce of world standard through public private partnership mode by formation of Institute Management Committees (IMCs) with private sector participation.
