Early Times Report

Jammu, Apr 25: In the ongoing fight over KAS seniority list presently pending adjudication at Jammu and Kashmir High Court, several KAS officers including the petitioners are planning to resign from government jobs. According to them, discrimination continues even after change of guard in the state.
It is pertinent to mention that the last regime is accused of discriminating against hundred KAS officers on flimsy grounds. The issue remains unsettled for the past five years. They said the incumbent government was also acting in a similar fashion by further stretching the issue unnecessarily by filling multiple LPAs/SLPs before the High Court and Supreme Court of India.
As per the details available with "Early Times" the senior officers who are several in number and belong to different feeding services of KAS, are planning to quit the jobs if the government doesn't mend its ways.
The decision regarding enmass resignation was taken during their meeting held at Jammu in which over two dozen officers participated while many others telephonically showed the consent over the decision taken in the meeting. As per sources, a draft resignation was prepared which is signed by nearly 25 officers, while more officers are expected to sign it in the coming days.
While confirming the development to "Early Times" a senior KAS officer said that they have lot of hope on Mufti Mohammad Syed led coalition government.
He expected the Chief Minister to direct the GAD to implement Court orders once the civil secretariat will resume its functioning from Srinagar in first week of May, 2015 whereby 60 officers including the petitioners are set to get Special Scale/HOD level posting temporary as per the order of the single bench of the High Court, while those already posted by the previous government are to be reverted back.
The aggrieved officers also demanded pointing out of the defaulting officers responsible for the mess.
"Former Chief Secretary Madav Lal will be remembered as villain as and when the issue of distortion of KAS seniority list ever comes for discussion---- former Commissioner Secretary to GAD Mohammad Syed Khan also played its part in this mess" said an angry KAS officer and made an appeal to present GAD Commissioner Secretary Mohammad Ashraf Bukhari to look into the issue on human angle by implementing the court directions so that justice could be done with them.
He said that junior officers are promoted above us in violation of rules and regulation, added that they have no problem with some senior officers who were at the age retirement were promoted before them and said that promoting junior officer with several years to their retirement is simply a murderous.
Meanwhile the aggrieved KAS officers also called on Education Minister Naeem Akther and Law and Parliamentary Affair Minister Bashrat Bukhari and apprised them about the issue. Both the ministers assured them that the issue will be looked into. Law minister also assured them a probe into the issue. It is pertinent to mention that Jammu and Kashmir High Court has fixed April 29, 2015 as next date of hearing. It has been learned that the council of the petitioners will made a plea before the court for day to day hearing of the case for speedy disposal.
