Swine flu control: HC seeks details on implementation of recommendations

Srinagar, May 1: The J&K High Court has sought details from Director SKIMS about the steps taken by the institute’s governing body and government for implementing the recommendations of the Court Committee on swine flu measures in the state.
Hearing a Public Interest Litigation, a bench of Justice Muzaffar Hussain Attar and Justice Ali Mohammad Magrey directed the SKIMS Director Dr Showkat Zargar to file status report before the next date on week commencing May 25.
“The Court Committee shall prepare and file a comprehensive final report to enable the court to issue directions to the concerned authorities for implementation of the same,” the bench said.
In another direction, the division bench directed Commission Secretary Health to file status report with regard to statement on March 23 by additional advocate general S A Makroo that Rs 2,47,00,000 (Rupees two crore and fourty seven lakh) were released by the Centre in December 2013 for setting up of laboratory exclusive for carrying tests for swine flu and Ebola. Makroo had stated that the amount had not been utilized till date.
“The Commissioner Secretary Health and Medical Education Department shall indicate in status report whether the amount has been utilized, and if so for what purpose,” the court said and directed him to file status report by next date of hearing in the PIL filed by an advocate seeking measures to control swine flu spread.
“In case status report is not filed Commissioner Secretary to Government, Health and Medical Education Department to appear in person before the court on next date,” the court added.
Meanwhile, in the latest compliance report filed by the Director SKIMS, it is stated that at present no case of swine flu is admitted in any of the hospitals of the Valley.
It is further stated that there has been a significant drop in the attendance at Special Respiratory OPD at SKIMS as compared to previous weeks and same is the situation in other hospitals.
The report also reveals that list of core Group of Trainers to be trained in the first phase has been received by the Directorate of Health Services, Kashmir and Director SKIMS has agreed to provide training to this core group of trainers and initially the SKIMS will bear the cost of the training programme.
In respect of establishment of State Level Viral Research and Diagnostic Laboratory at SKIMS, the Director submitted detailed report.
“The steps taken by the Court Committee headed by the Director SKIMS in providing immediate relief to the patients who suffered HINI is appreciated,” the court said.
The SKIMS authorities, the court said, shall continue to make efforts to tackle HINI infection and ensure that there is no further loss of life. “Immediate steps are required to be taken for establishment of State Level Viral Research and Diagnostic Laboratory at SKIMS,” the court added.
