RTI exposes backdoor appointment in SRTC

Jammu, May 1: A RTI has brought to fore a backdoor appointment which was made by the State Road Transport Corporation (SRTC) nearly 20-years ago without issuing a formal appointment order in appointees favour.
As per the details available with "Early Times", one Monty Kangotra of Vijaypur Samba had filed a RTI to seek the details pertaining to appointment of one Zahoor Ahmed Tantray, presently working as an Inspector in SRTC.
In reply to RTI filed by Kangotra, Manager (Administration) Mohammad Ashraf (PIO JKSRTC, Srinagar) stated that the appointment order copy of Inspector Zahoor Ahmed Tantray is not readily available. He added that the same shall be provided to him as soon as possible.
The reply clearly indicates that the appointment of the said inspector was made in the department as Apprentice Engineer some 20 years ago without any formal appointment order. He was later promoted as Inspector in 2010.
The RTI reply further reveals that no proper advertisement was issued by the corporation in terms of the appointment of the said employee.
In reply to another query wherein the RTI applicant sought the information regarding the verification of the degree of the said employees, the PIO in its reply stated that "At the time of their initial engagement in SRTC, the then management was supposed to get their certificates verified. However, later on, certificates were sent for verification. The verification is still awaited in respect of a few including that of Zahoor Ahmed Tantray" read PIO SRTC reply.
While talking to "Early Times" the RTI applicant said that the department sends the certificate of Zahoor Ahmed Tantray for verification some seven years ago, and even after seven years, the verification is still awaited."
He said that while in similar case, verification of certificate of one Fayaz Ahmed Butt who also submitted the certificate of same institution from where Zahoor Ahmed Tantray passed the Engineering was received within 17 days after department sent the letter to Institution of Mechanical Engineers (India) Mumbai.
"SRTC not verifying the degree of the blue eyed inspector clearly indicates that he was appointed through back door," the RTI applicant said.
He urged the transport minister and Chief Minister Mufti Mohammad Syed to order probe into backdoor appointment in SRTC and also get the certificates of these backdoor appointees verified so that justice could be done with the unemployed youth of the state.
