JAMMU, May 1: Stressing for behavioral changes in policing at grass root level, the Director General of Police (DGP), K. Rajendra Kumar has asked for humane approach in solving the public interest cases and dealing law and order situations.
Rajendra was addressing a mega police darbar at Police Auditorium Gulshan Ground Jammu last evening, in which a large number of jawans and officers from all Jammu based wings including district police, traffic, railways, security, armed, IRP, SDRF, CID, Home-guards and telecommunication participated.
Addressing the darbar, Mr. Rajendra said that behavioral change in policing at police station level is vital to gain public confidence and cooperation, which is a great factor for people friendly force. He said that community policing and humane approach would bring visible changes in the working of Jammu and Kashmir Police and strengthen police public relations. Public service is the prime focused area of JKP and zero tolerance on human rights violation has strengthened their relations with the public, which is yielding good dividends on law and order scenario in the State, he added.
Cautioning the police against use of disproportionate force, DGP asked for careful handling of law and order situations and said that use of lethal weapons should be avoided. He said that safety and security of the people is our prime concern, besides safeguarding integrity of the nation.
Rajendra said that prompt disposal of public complaints and registration of FIRs followed by meticulous and prompt investigation would improve the working of JKP, besides changing people's perception about the police. He said that use of scientific aids during investigation have proved fruitful in completing the cases on merits.
Emphasizing on sustained fight against corruption and drug trafficking, Mr. Rajendra asked the jawans and officers to brace them self against this twin menace. He said that the police has a challenging responsibility to eradicate both corruption and drug trafficking from the society. He said that corruption is the root cause of all evils and it is our prime responsibility to make the society corruption free. He also spoke about the growing challenge to the society from land mafia and said that police has to discharge its responsibility in dealing with the mafia which has bearing on law and order situation. The criminals have to be brought to the book, he added.
Rajendra highlighted the benefits of Civic Action Programme (CAP) and asked the police officers to take up more activities under the programme in different areas. He asked for involving youth in sports activities to channelize their energies for productive purposes. He said the youth constitutes a major part of the society and their envelopment in all such programmes needed to be encouraged. He said these programmes have potential to win the hearts and minds of the people.
Referring to the cross border activities, the DGP asked the police to maintain constant vigil along the LOC and the IB and defeat nefarious designs of enemies to infiltrate into over areas and disturb the peace. He asked for better preparations to handle the situations proportionately.
The DGP said that in order to strengthen the image of the organization among the people, a spirit of public service is to be inculcated among the force. Police public coordination is of paramount importance to keep the peace and order maintained in the society.
The DGP gave a patient hearing to the problems put forth by the Jawans during the darbar and issued on the spot directions for their redressal. The durbar was followed by Barakhana.
On the occasion, the DGP released a book titled "Behavioral changes in police in 21st century" written by Dr. Ram Lubhaya, Retd. ADGP of JKP.
Among others, the darbar was attended by ADGP, SP Vaid, IGP, HK Lohia, MS Salaria, MA Khan, Rajesh Kumar, Danish Rana and JP Singh, DIG. SA Beig, SSsP, Uttam Chand, Mohan Lal, Ashok Kumar, Mubashir Latifi, Suram Singh, Romesh Angral, Randhar Singh and other police officers. |
