16 months on, teacher gets salary without attending office

JAMMU, May 23: The School Education Department recently hogged the headlines for entirely wrong reasons as one of the government teachers was unable to write an essay on “cow” in a court room which brought disrepute and embarrassment to the department.
And now, making a mockery of the ‘rotten’ system in the department, a government school teacher got salary and perks for 16 months while remaining in absentia as his whereabouts were unknown during the period from October 2013 to January 2015.
The official communications of ZEO Akhnoor, ZEO Jourian and other relevant documents which are in the possession of Early Times reveal the entire sequence of events leading to illegal salary being drawn in favour of one Sukhvinder Singh, teacher, for 16 months without any hindrance.
Sources informed Early Times that one Sukhvinder Singh, teacher, who was posted at Government Middle School (GMS) Channi Tana (Pargwal) in Zone Jourian, had been attached with the office of Zonal Education Officer (ZEO) Akhnoor vide Chief Education Officer (CEO), Jammu Order No: CEOJ/ 17458-60, dated: 06-9-2013.
“Accordingly, Sukhvinder Singh was relieved from duty by ZEO, Jourian from GMS, Channi Tana on September 12, 2013 afternoon and directed to report to ZEO, Akhnoor for further duties…. Singh submitted his joining report to ZEO Akhnoor, a day later on September 13, 2013 but after that he never attended ZEO office,” sources said.
“However, despite his unauthorized absence, Sukhvinder Singh kept on getting regular salary from October 2013 till January 2015 without even carrying out his official duties as no duty slip was ever issued in his favour by the ZEO office, Akhnoor which could only have entitled him to get his salary for the attachment period but surprisingly he received the pay for the entire period without any hitch,” they added.
Sources said the height of administrative inertia could be gauged from the fact that Sukhvinder Singh rejoined his duty at GMS, Channi Tana on January 16, 2015 but the million dollar question remains that how he was allowed to rejoin when no relieving order or any intimation letter was received by the ZEO office Jourian from ZEO office, Akhnoor with regard to repatriation of the teacher.
“Singh was sent back to his original place of posting at GMS, Channi Tana in January this year vide Government Order No 8-Edu-2015, dated: 15-1-2015 following which he rejoined his duty at the said school on January 16, 2015, however, his sudden emergence remains under a cloud of suspicion as for sixteen long months he was literally untraceable for both the Zones of Akhnoor and Jourian,” sources said.
“During his self imposed exile, Sukhvinder Singh enjoyed sixteen months of salary worth Rs 3,85,035 (amount received after GPF deductions) without performing any official duty or putting in any substantial effort,” they added.
