Army tries to give new lease of life to Udaan in Kishtwar, conducts recruitment drive for pre job training through IMS health

KISHTWAR, June 6: The much hyped job oriented scheme "Udaan" which was launched by the Union government for tackling the unemployment in Jammu and Kashmir on 26 March 2012 with the aim to absorb over 40,000 unemployed youths of the state has failed to give any respite to six lac plus unemployed youths of the state.
However, the army in Kishtwar District is trying to give new lease of life to this already dead rubble Ministry of Home Affairs scheme by taking the initiative to generate job opportunity for the unemployed youths of Kishtwar by inviting the representatives of internationally acclaimed IMS health, world's leading provider of healthcare consulting, research and data analytics services operative in over 100 countries and serve over 5000 healthcare customers on six spanning government agencies to provide a job to local Kishtwar youths.
As per the details available with "Early Times", as a part of perception management, Kishtwar helipad based 8 Rashtriya Rifles facilitated in conduct of recruitment drive for pre-job training by IMS health for the job aspiring youths of Kishtwar district today under project Udaan.
In order to make the interview a successful one, the Youth Employment Guidance Node commonly known as YEGN was activated by the Army and the youths registered with the node were contacted and informed about the interview. The interview for selection was conducted at helipad Kishtwar in 79 candidates including 14 female candidates appeared for the interview. Finally 27 candidates including five female candidates were selected by the IMS health.
The selected candidates will be trained by IMS health which includes 3 months training & 3 months on job training and will further absorbed these selected candidates within IMS or its associated companies. Under the program, the candidates training expenses, boarding, lodging, travel, insurance and stipend of Rs-2500/ month will be borne by IMS Health.
While talking to "Early Times", the august gathering said that the youths of Kishtwar showed overwhelming response and conveyed visiting IMS health officials that the youth of Kishtwar district have passion and enthusiasm to do something for the organization like IMS Health or any other organization required youths for their companies.
"We are highly thankful to army and particularly Major Avdesh who took keen intrest in organizing today's event under "Udaan", we requested the Army officials to organize such interview based events on regular basis" said youths selected in today's interview .
The sources informed the "Early Times" that the much hyped job employment policy Udaan has so far proved a flip flop for Jammu and Kashmir as against 40,000 plus jobs avenues, less than 1000 candidates have been offered the job in private sector in last over three years since the scheme was launched in the state of Jammu and Kashmir on 26 March 2012. .
Sources informed Early Times that Udaan-a scheme piloted by the Union Home Ministry as part of the Centre's skill development initiative for Jammu and Kashmir- has been slow in delivering on the committed volumes launched with the aim to enhance skills and employability of 40,000 to 57,000 graduates, post-graduates and three years engineering diploma holders from state over a period of five years.
In addition, the project was also aimed at providing skills and enhances employability training to 8,000 unemployed youths of Jammu and Kashmir every year, but contrary to claims less than 1,000 have so far completed their training.
"If such will be the pace of scheme after three years, then in the five years tenure, not more than 1,000 candidates of state will be absorbed in private sector across country under the scheme", said an unemployed youth.
It is pertinent to mention that the Expert Group constituted by union government under the chairpersonship of Dr. C. Rangarajan, to formulate a Job plan for the State of Jammu & Kashmir recommended the Scheme Special Industry Initiative for J&K known as the SII J&K 'Udaan' Scheme which is to provide skills and enhance employability of 40,000 youth over a period of five years in key high growth sectors.
The program is targeted at providing well?paying jobs to the trained manpower. The Scheme is being implemented by National Skill Development Council NSDC) and the corporate sector in PPP mode. The Scheme covers graduates, post graduates, professional degree holders and three year engineering diploma holders. Under the scheme, the identified companies will screen and select students from the State. After assessing the skill gap of the trainees, a training module is to be finalized and the trainees will be relocated to the facility where training is to be provided. After completion of the training, the trainee is interviewed for a job with the company.
Following Dr. C. Rangarajan committee report, union Cabinet Committee on Economic Affairs (CCEA) approved the Scheme in its meeting held on 7th July, 2011. Based on the recommendations of the Committee of Secretaries (COS) and experienced gained in implementation of the scheme, modification in the norms of the Scheme to make it more flexible and relevant, was approved by CCEA on 24-01-2013, but even after modification the scheme fails to yield any result for over six lac unemployed youths of Jammu and Kashmir.
The total cost of the Scheme for the Government has been pegged at Rs.750.00 crore which includes incidental expenses (Travel cost, boarding & lodging, stipend and travel and medical/accident insurance) which shall not exceed Rs.1,35,625 per candidate. Rs 50,000/- per candidate will be paid to the Corporate , a Udaan partner, provided it offers job to the trainee (within or outside the company) and the trainee has remained in the job continuous for at least 90 days after successful completion of training.
The employment, however, must happen within 6 months of the completion of training. The PSUs, however, shall bear the entire expenditure for implementation of the scheme from their CSR head, but even after so much offered to the companies by the government, the policy showed abysmal performance in J&K.
