| Intrigue behind BGSBU scholarship scam begins to unfold; two arrested | | |  Early Times Report
Rajouri , June 18: Rajouri police have arrested two main accused of scholarship scam that has put the administration of Baba Ghulam Shah Badshah University (BGSBU) in the dock and has faced criticism from all sections of the society. The accused have been identified as Muzzafar Iqbal s/o Mohd Iqbal an employee of BGSBU and Aizaj Malik s/o Mohd Jameel Malik r/o Dharal and an employee at Raikibanh (Darhal) branch of J&K Bank.
Both the accused have been involved in misappropriation of student's scholarship money worth approximately Rs 13 lakh through fraudulent transactions of trade related cheques worth more than Rs 4 lakh from Darhal Branch of J&K Bank.
The embezzlement of scholarship funds came to light when a student of BGSBU and resident of Poonch approached the bank for getting cash against scholarship cheque issued by the Director Tribal Affairs J&K (No J&K Bank 263697 dt 8/8/2014).
Bank officials informed that the cash against the cheque had already been withdrawn despite the fact that the cheque was crossed and could only be credited in the account of the beneficiary.
The matter was brought into the notice of J&K Bank's higher officials and during internal investigation it was established that Aizaz Mailk was involved in the embezzlement.
He was terminated from services by the J&K Bank and accordingly Yogesh Thaper, branch manager J&K Bank (Darhal) lodged a case FIR No46 /2015 under sections 420/467/468/471/409/109 RPC.
DR Haseeb Mughal SSP Rajouri constituted a special investigation team headed by SDPO Thanamandi Iftkhar Talib to investigate the case.
During the course of investigation SIT seized the Cheques and other relevant record from concerned Bank and BGSBU.
"Statements of nine students/ ex-students of BGSBU had been recorded so far before the Court in which they have deposed that they had applied for the Scholarships but BGSBU University employee Muzaffar Iqbal used to delay the disbursement on one pretext or other" Said Dr Haseeb Mughal.
He added statements of 13 more students have been recorded so far by the SIT & investigation conducted so far transpires the active involvements of both the accused in forging the record and misappropriation of Scholarship, Mess Charges and other miscellaneous funds of BGSBU.
" The modus operandi of accused was that Muzaffar Iqbal would pass on the Cheque numbers to Aijaz Malik and on this Aijaz Malik used to transfer that amount in the accounts of his relatives as well as relatives of Muzaffar Iqbal instead of actual beneficiaries ( students of BGSBU)" said SSP.
Aizaz had surrendered before the police few days ago and Muzzafar was evading arrest & the court had already denied bail to Muzzafar.
SSP added, custodial questioning of accused persons may unveil some more facts of the case.SIT is making effort to obtain all the relevant record from Directorate of Tribal Affairs, Directorate of Social Welfare and Corporate headquarters of JK Bank which the concerned authorities have so far failed to provide.
"SIT will also summon some more employees/officials of BGSBU and J&K Bank for further investigation/clarification" said SSP, Dr Haseeb Mughal. |
