jammu, July 28: In yet another instance of financial fraud in Jammu University, it has been found that charge allowances amounting to several lakh rupees were extended by former Vice Chancellor Prof MPS Ishar without approval from the statutory body. And notwithstanding withdrawal of orders for charge allowances, recovery has not been made so far.
According to the university's statutes, no financial benefits can be granted by the vice chancellor without consultation of the Financial Advisor. Still, the former VC gave charge allowances to five Assistant Registrars, sources told Early Times.
They said since the matter was not referred to the statutory body of the university, fearing legal implications the VC withdrew his own order.
But even after lapse of nine months, the payment released as charge allowance in favour of the Assistant Registrars has not been recovered yet.
After assuming office, the new VC Prof R D Sharma had constituted a committee headed by ex-Registrar Prof. Naresh Padha to review the decision taken by Prof Ishar to recover the charge allowance paid to Joint Registrar (Finance) Dr. Jatinder Khajuria, Deputy Registrars Dr. Raj Kumar, R.C.Gupta and Ajay Kumar, all of whom are working in the Directorate of Distance Education (DDE), and Vivek Salathia, Deputy Registrar of the teaching wing.
"But it seems that Prof Sharma is not interested in recovering the allowances," sources said.
They said that Prof Ishar had ordered recovery of the allowance after going through rules and regulations, and "after he was convinced that the five officials have withdrawn excess amount of charge allowance he ordered that it should be recovered from them."
Prof Isher had "out rightly said that the five officials have been paid wrongly and the same should be recovered from them," an official said.
He said the new VC had no reason to overturn the decision and frame a review committee.
"The authorities desired that the charge allowance be calculated in view of the aforesaid formula in favour of incumbents drawing charge allowance and excess amount, if any, drawn by them be recovered. In view of above, the Assistant Registrar (Accounts) may be requested to release the charges allowance and make recovery of the excess amount, if paid," read the information received under RTI from the Jammu University.
