Nawaz Sharif has risen from deep slumber

Sharif, seems to have risen from a
three-day slumber to make some assertions which are in contrast to what he had agreed during his meeting with Prime Minister, Narendra Modi, at Ufa in Russia in July last. For all these days he remained calm and composed as if nothing important or significant was happening in the Indian subcontinent. Pakistan had left to its National Security Adviser (NSA) Sartaj Aziz to do the planning on the proposed NSA level talks and do all the talking Nawaz Sharif has reacted days after the storm had ended. He has, in his latest sermon, asserted that Kashmiri separatist leaders are not a "third party". He has said that any dialogue process with India, which does not include the Kashmir issue, will be futile. Kashmiri leaders are not the third party but an important party to this issue. Any decision on their future cannot be made without their opinion and consultation. This what Nawaz Sharif has told his cabinet colleagues during a meeting. Sharif has told the Cabinet that any dialogue with India without the Kashmir issue would be futile. Sharif's comments have come just days after Pakistan called off the National Security Adviser-level talks at last minute after India asked it to give a commitment that it would not meet Kashmiri separatist leaders.
If reports from across the border are to be relied on Nawaz Sharif and his cabinet colleagues seem to have remained oblivious of the political developments that led to the cancellation of the proposed NSA level talks by Pakistan. It is strange. And that Nawaz Sharif had to be briefed about the latest developments surrounding the proposed NSA level talks is evident from the reports suggesting that Pakistan's National Security Adviser Sartaj Aziz had briefed Sharif and Cabinet colleagues over the cancellation of talks. Aziz was scheduled to travel to India on August 23 for the first-ever NSA-level talks with his counterpart Ajit Doval but he called off the visit just hours before the proposed dialogue.
Instead of indulging in blame game it will be better to focus on the Ufa agreement where Narendra Modi and Nawaz Sharif had agreed to hold NSA level talks for tackling terror, ceasefire violations on the border and immediate trial of those involved in 2008 Mumbai attack. In this context, both sides had agreed to discuss ways and means to expedite the trial, including additional information like providing voice samples. And also set up the NSA-level dialogue on "all issues connected to terrorism". The two Prime Ministers had, during their meeting in Ufa, raised the issue of the tension on the border and Line of Control. "Why don't we do something about it?" they said, adding that they should get the officials in-charge of the boundaries to talk to each other. They agreed that the armies should also talk to each other, and not just the BSF and Rangers. They agreed to schedule meetings between the DG BSF and DG Rangers, followed by the DGMOs. Hence there was no mention of Kashmir issue which was supposed to have been discussed in the NSA level talks. First of all Pakistan has to be clear on one thing. Whether it wants bilateral or triangular talks ? If Islamabad supports triangular talks, it becomes mandatory on the part of Pakistan and India to involve genuine representatives of people of Jammu and Kashmir. Separatists are not the representatives of people of Kashmir because they have a small segments in the valley where their writ runs. They are not elected to the State Assembly. Hence those elected to the State Assembly by people of Jammu and Kashmir are the genuine representatives who need to be involved in the triangular parleys. Even if one does believe that Hurriyat leaders represent people of Kashmir what about the people of two other major regions of the State, Jammu and Ladakh where separatists have no foothold. Hence Nawaz Sharif needs to realize the ground realities.
