Early Times Report
Kathua, Oct 2: Union Ministry for Environment and Forests organizes several awareness camps and programmes to save Forests especially green trees but ironically despite of having knowledge of Forest Acts, Public Works Department & Jammu and Kashmir Projects Construction Corporation JKPCC, a government owned company have rerouted construction work of road/ bridge from Dodala - Juthana at the project cost of 46 crore to Dodala via Forest beat specifically Closure of Social Forestry Mahanal to Doyale that triggered resentment among inhabitants of Juthana.
The Health Minister Ch. Lal Singh and other BJP leaders claimed to bring development in Juthana village by sanctioning Bridge to Juthana but practically the actual survey that conducted few months ago has been discarded and PWD/ JKPCC reroute the road through Forest land. No benefit will be given to Juthana village that situated 8 km away to new planned road.
"99% of Social Forestry Closure will be damaged if JK social Forestry department JKSF acts like spectator. The previous survey recommended road merely 460 mtrs from Dodala -Juthana that would be beneficial for inhabitants and nullify damaged to Forest land," Balbinder Singh, Chairman Juthana Panchayat informed and added that the road has been diverted due to political pressure and for benefits to political workers while ignoring large number of people. The length of new road has also increased into km.
Paras Ram, Retd. Forest Officer confirmed 2 km damaged to Forest land by constructing such road. He said JKPCC workers are being damaged to Mahangar Closure of Social Forestry that constructed in 20 hector Forest land through axe and other cutting tools which is severe crime under Forest act. He said previous survey would not damage to Forest land and be more beneficial to 95% of population of Juthana village. He doubted the working of PWD and JK Social Forestry.
Sewa Singh, Sr. Citizen & local said despite having knowledge of these entire, MLA Basohli Lal Singh keeps mum like social Forestry department. He appealed JK Forest Minister Bali Bhagat to intervene the matter and save the forests. He said new road will be useful for those whom the bridge and road were sanctioned. The villagers demanded that the road/ bridge must be constructed at actual place for benefits to locals than damaging Forest land to impress merely blue-eyed.
When contacted to JKPCC XEn, he threw ball on PWD's bag and said PWD being authorized body sanctioned project on Forest land where JKPCC just expresses obliged. He said PWD passed project work through Forest land and will take final decision thereof. He accepted that the project would damage different species of Trees like Khair, Bamboo, Jamun, Lesinia, Kapila etc in 2 km long road through Forest area but said DFO (Territorial) Kathua personally visited in the area. He realized suffering of people by saying that JKPCC is unable to do anything in the case, his employees work on project sanctioned by PWD.
Ashwani Kumar, DFO (Territorial) Kathua said he just reviewed the actual position and not recommended the construction work in Forest land. He ensured to take action against violators through Forest Conservation Act 1997 under prosecution.
Sagar Singh DFO Social Forestry said nobody got permission for construction of road on Forest land and said if anybody started cutting of trees in Mahanal Closure strict legal action will be taken against such body even PWD or JKPCC.
