Autumn session to begin today, beef ban can set JK legislature on 'fire'

SRINAGAR, Oct 2: As the autumn session of the Legislative Assembly gets underway on Saturday all eyes are focused towards speaker Kavinder Gupta as how would he deal with the 'tricky' issue of the discussion on beef ban in the state.
Gupta, who is a legislator of Bharatiya Janta Party (BJP), has over the days given contradictory signals with respect to the discussion on beef ban in the state. While as in the first instance, the Speaker had decided not to allow discussion on the matter, he has of late seemed to have changed his mind and decided to allow the discussion.
However, his decision of allowing the discussion on the 'tricky' matter may not go well with the legislators of his party. The BJP has already made it clear that it will not hesitate to resort to violence if any discussion is held on the issue of beef ban in the state. The party has also voiced concern if the beef ban is revoked in the state.
Since Gupta who is the Speaker of the House has almost decided to allow discussion on beef ban issue, it remains to be seen what would be the response by the Legislators belonging to BJP. Eyes would also be focused on the BJP ministers as how they would respond as and when the discussion is taken up on the issue of beef ban in the state.
On the other side BJP's coalition partner Peoples Democratic Party (PDP) has been treading a cautious path on the issue. The party has not made its position clear over the beef ban issue and their stand would be clear on the floor of the House. However, there is likelihood that PDP would support the discussion on the issue and the party may in fact vote for the revocation of beef ban.
Pertinently, the beef ban issue has assumed significance in the state with political parties having differing stands on this tricky issue. While BJP wants the ban to stay, political parties like National Conference along with legislators like Engineer Abdul Rashid, Mohammad Yusuf Tarigami and Hakeem Mohammad Yasin want the ban to go. Congress like PDP is undecided over the issue and their position would be clear once the autumn session gets underway.
Given the precarious position over the beef ban issue one can say that role of the Speaker is crucial. His response towards the issue would determine the course of action to be followed by his party and maybe PDP as well. There are chances that discussion on the beef ban issue may be taken on the final day of the session and it may remain inconclusive with the session being adjourned sine die.
Meanwhile, Chief Minister, Mufti Mohammad Sayeed today said that sessions of the legislature provide rare opportunity for discussing various issues concerning welfare of the people at large. Mufti said this while chairing a joint meeting of the PDP and BJP legislators at his residence, here this evening.
A spokesman of PDP said that CM described Jammu & Kashmir Legislature as one of the most powerful democratic institutions of the country and hoped that during the autumn session of the Assembly, the alliance partners will significantly contribute in deriving maximum benefit for the good of the people.
"Mufti exuded confidence that the opposition parties will play a constructive role during the session, which will facilitate the smooth conduct of business in the houses and would eventually make the proceedings result-oriented. Deputy Chief Minister, Dr. Nirmal Singh, in his address, assured the meeting that BJP, as alliance partner, will play a positive role in the smooth conduct of proceedings of the House. He said BJP is a responsible party that understands the significance of strengthening the democratic institutions," said the spokesman.
In her address, the PDP President, Mehbooba Mufti, asked legislators to demonstrate maturity and take best advantage of this democratic institution so that the sufferings of the people are ameliorated. She also expressed satisfaction that both the alliance partners share the understanding to play a constructive role, enabling the government to do the best it can for the welfare of the people of the state.
