JU's HGRCC falls prey to administrative incompetence
Rs 1.54 cr lapsed, Rs 70 lakh unutilized

Jammu, Oct 13: Blame it on incompetence at top level, funds to run Human Genetic Research Cum Counseling Centre (HGRCC) at University of Jammu, available with Department of Science and Technology have lapsed.
Well placed sources in Science and Technology Department divulged that the funds lapsed because of ineligible persons who were made Centre coordinators. "Those who were made coordinators for the Centre, after retirement of Dr Subash Gupta, department of Zoology, were not eligible for the post, as per the criteria fixed by the J&K Council for Science and technology. So the funds, amounting Rs 1.54 crore remained unutilized with funding agency", sources claimed.
They further said that all successors of Prof Gupta (HGRCC coordinator) were not eligible for post. "After retirement of Prof Subash Gupta, who established the Centre, Prof NK Tripathy, Prof Kuldeep Sharma and Prof Roopma Gandotra respectively remained centre coordinators", they added.
They further alleged that vice-chancellors and concerned coordinators were responsible for the failure of the centre. "Concerned coordinators, remained un-moved and they never bothered for the future of the centre, around huge amount with funding agency not utilised, due to non-seriousness of coordinator funds have not been received by the university", they said.
"For up-gradation of existing HGRCC Jammu set up vide Govt order number 118ST of 1998 dated March 9, 1998 in to an advanced centre at Jammu university, at a total amount Rs 6.58 crores was to be given by Department of Science and Technology J&K", sources said, adding that the amount was to be utilized by end 2013.
"There was remaining amount of Rs 224 lakh with funding agency, out of which Rs 70 lakh was also released as 3rd installment. But, utilization certificate of Rs 70 lakh had not been sent to funding agency", they claimed, adding that remaining Rs 154 lakh has also lapsed.
