To hide failures, Education Deptt pitches ReTs against Delhi

Srinagar, Nov 22: In a bid to hide his failures, the higher ups in education department have found a novel way of shedding responsibilities from their shoulders. They are seemingly making the government teachers of Kashmir province target New Delhi.
At a time when the Rehbar-e-Taleem are without salary for the past over six months, the affected teachers Saturday took to streets. But instead of blaming the Education department, which they have been targeting for the last eight months, this time they surprisingly blamed the central government, which is not directly related to their jobs.
On November 21, the Jammu & Kashmir Teachers Forum (JKTF) threatened to take their protest to New Delhi if the State Government failed to resolve their pending issues within 16 days. Hundreds of teachers assembled at Directorate of School Education Kashmir (DSEK) here and took out a protest rally to Lal Chowk to press for their demands.
Addressing media persons during the protest, Chairman JKTF Abdul Qayoom Wani said the teachers recruited under SSA and RMSA scheme were without salaries for past six months and Government has also delayed salaries of teachers working under Saakshar Bharat Mission SBM and NPS for several years.
Wani accused Ministry of Human Resource Development MHRD for its 'step-motherly' treatment towards JK leaving the teachers community to fend for themselves.
"MHRD has resorted to inordinate delay in release of the salary of teachers and our State Government is pleading helplessness in releasing the salary of teachers," Wani said, adding that they will stage protest against MHRD at Jantar Mantar, New Delhi, to press for their demands. "We are giving an ultimatum to state government that it should address our demands till December 7 otherwise we will intensify our protest after that."
Wani said the Government has also delayed the time-bound promotion of ReT teachers, working for more than nine years, for unknown reasons.
But if previously the Central Government had no issues in release of salaries, why would it all of a sudden take Kashmiri teachers as scapegoats? And how can MHRD be blamed for delay in timely promotions when it has to be the job of the state government? These questions have started doing rounds in the educated circles of Kashmir, particularly the teachers' community.
Insiders in the department said the higher ups in Education department are not enjoying good relations with the MHRD, which has allegedly found them incompetent and thus sought "improvement in their working." "To set their scores with MHRD and make them listen to JK officials they are using the poor teachers of Kashmir as cannon fodder," said a group of teachers of Education department.
"The higher ups from the Education department got it conveyed to the teachers that they should stage a protest against MHRD as it was responsible for the inordinate delay in release of salaries and promotions, and that the teachers should take the New Delhi head on," the insiders said.
Some retired officials said people at the helm of Education department are well-versed with such intrigues. "Otherwise what is the fun of blaming the central government, when it is the state government which is bound to take of interests of its employees and has to be solely responsible for all such misadventures?" they added.
The teachers who are without salary are so desperate that one of them has decided to sell his kidney to feed his family. As if delay in release of salary was not enough the "undue harassment" teachers by the Education department, has added to their woes.
