Jammu, Nov 22: Tailoring rules, the Jammu University has reportedly elevated 'incapable' blue eyed to the post of Programmers.
Sources informed Early Times that the post of Programmer is equivalent to post of Assistant Professor and to adjust blue eyed, norms have been tailored. "The post of programmer was created for research and academic purposes, but the promotions were made to adjust 'incapable' persons. And norms were also violated while sanctioning the positions", sources claimed.
"Bimal Kumar, senior technical assistant designated as Technical Officer, Dr Dinesh Gupta junior Technical assistant, Anil Kumar assistant programmer and Ravi Kant assistant programmer recently have been elevated to post of programmer", order number Estab 15/17313-28 dated12/11/2015 read, and according the order these promotions were made, under University Council Resolution number 74.34 dated 12/04/2013.
"No screening was held to find whether these people were suitable for the post or not, and according to resolution passed in 2013 (during tenure of Prof MPS Ishar, as VC JU) only vacant posts were to be filled", they added.
"The resolution was not fully materialized, in case of these promotions", sources claimed, a committee constituted to review the resolution, had picked loopholes in it. "Since, recommendations the committee was not favorable for the administration, the committee was dissolved, and another committee was constituted, the members of that committee made recommendations as per desired by the administration" they added.
Further said that there were four posts of programmers including Computer Centre, Computer Sciences department, Examination Controller and Department of Physic. "It is very unfortunate, despite being eager to sanction/fill posts of programmers, fees from the students is being taken manually, more interestingly, to conduct Jammu University Entrance Test (JUET) private companies are being out sourced", they said.
Sources further said it seems promotion of these promotees was preplanned. "These positions were advertised two years back, and around 300 applications were received by the administration, but due to delaying tactics, after lapse of two years, notification termed as null and void", they alleged.
