Utilization Certificates certify incapability, inefficiency of Agri Deptt

Jammu, Nov 29: Notwithstanding the fact that successive State Governments have been demanding more and more funds from Union Government but the Utilization Certificates (UCs) submitted by Agriculture Production department to Union Government speaks of incapability of department to utilize funds.
According to the UCs submitted by Agriculture Production department to Union Ministry, it has been come to fore that a major chunk of funds remained unutilized.
A total of Rs. 401.35 Lakh grant in aid was sanctioned during the year 2014-15 in favour of Directorate of Agriculture Jammu and Kashmir under centrally sponsored scheme National Food Security Mission Rice. "Out of the sanctioned amount only Rs. 274.32 Lakh was utilized while as Rs. 127.02 lakh remained unutilized. "Under the same scheme a total of Rs. 382.66 lakh grant in aid was sanctioned during the financial year 2013-14, out of which a sum of Rs. 263.99 lakh was utilized while as a balance amount of Rs. 118.67 lakh remained unutilized", the reports revealed.
Moreover, a total of nearly Rs. 1240 lakh was sanctioned including unspent balance of previous year, under National Food Security Mission-Wheat out of which Rs. 1068 lakh was utilized while as a balance of Rs. 172 lakh remained unspent.
For the same scheme a total of Rs. 2218.91 lakh grant in aid was sanctioned out of which only Rs. 1152.88 lakh was utilized besides an amount of Rs. 1066 lakh remained unutilized under the scheme in the financial year 2013-14.
Under the Centrally sponsored scheme National Food Security Mission for Pulses a total of Rs. 58.46 lakh was sanctioned for the year 2014-15 for the implementation of approved work plan. "Out of the total amount, only Rs. 18.21 Lakh was utilized and balance of Rs. 40.25 lakh remained unutilized at the end of financial year", the Utilization certificate for the scheme revealed.
For the implementation of approved work plan under Centrally Sponsored Scheme National Food Security Mission for Coarse Cereals a total of Rs. 541.58 lakh in the form of Grand in aid was sanctioned. Out of the sanctioned amount, a total of Rs. 486.45 lakh was utilized till ending financial year 2014-15 while as a balance amount of Rs. 55.13 lakh remained unutilized.
