Early Times Report

Sunderbani, May 22: Not only the civil works, but the contracts taken up in the army domains are not left bereft of the theft, which have become an order of the day in Sunderbani tehsil in Rajouri district.
A power project was sanctioned in 2010 in the army area in the district where the power poles, transformers and another allied works had to be carried out. The cost of the project was estimated between Rs 6 to Rs7 crores. .
But as per the records available with the Early Times the Power Development Department executed works between Rs 4-5 crores till 2012 and the remaining funds were allegedly siphoned by the officials. "The money spent on the project was not in adherence to the norms of the contract as specified in the beginning of the project," sources revealed.
They said, " Around 300 poles, 28 transformers of 75 kv were to be installed in the area."
Insiders claimed that the Junior engineers who were associated with the project over the years have reportedly made a fortune and have built palatial bungalows while the project awaits final touches.
"The irony is that while the contract was placed at Rs 6-7 crores, the engineers deployed there spent only Rs 5 crores. The project still needs more money to become functional fully, " said one of the army officials.
He said that the team of the engineers as well as the other officers, who were handed over the responsibility to carry out the works have turned millionaires within a short span of time.
"Top officials of the department in connivance with some of their other junior staff members are responsible for the mess. Despite department spending anything between Rs 4 to 5 crores nothing much has been done on the ground," said a source.
When contacted, the senior officers of the Power Development Department passed the buck without specifying any reason for messing up the project.
The army officials as well as the people of the Rayasayot who were to be benefitted by this project are of the opinion that the officials of the department were involved in "looting" the state exchequer.
The army officials as well as the people of the recently called on the Deputy Chief Minister Nirmal Singh who happens to be the power minister and requested him to look into the irregularity and book the culprits, and get the work done in its right perspective.
