Srinagar, Oct 11: Administrative Secretaries in J&K hardly travel in their official vehicles from Srinagar to Jammu or vice versa, but an RTI reply says that Commissioner Secretary to Government Animal & Sheep Husbandry has travelled by car from Jammu to Srinagar and vice versa. More shockingly the said IAS officer has traveled 164 kms on an average per day from February to July this year.
Details obtained under Right to Information Act (RTI) available with Early Times reveals that in six months (Feb to July 2016) Commissioner/Secretary, Animal/Sheep Husbandry Department traveled a distance of 21, 930 kms. Which means 26 weeks or 130 days, i.e. five days a week (excluding holidays), the mileage per day is equivalent to 164.30 kms per day. If we deduct 40 kms per day up & down between residence and office, then the officer roamed 124.5 kms per day i.e. 6.5 hours per day during his office time. When officers would roam 6.5 hours out of 8 hours, his dedication towards his official duties can be easily understood.
When details were sought for such long distance travels, the PIO replied that the officer traveled from Jammu to Srinagar and vice versa, but people are fully aware that IAS officers seldom travel by car to Jammu and Srinagar.
Pertinent to mention that similar RTI query had exposed a scam involving swindling of public money under the garb of field travel. The information provided to an information seeker had revealed that Commissioner Secretary to Government ARI & Trainings department had travelled more than 19,500 kms in last 6 months and on an average the officer has travelled 136 kms per day. Early Times had filed a report on this issue few months back.
Under Secretary ARI & Trainings department vide RTI reply No: ARI/Genl/38/2016 dated 24.6.2016 revealed that Department gave all the misleading and incorrect information to the information seeker.
"It is not possible for an officer of the rank of Commissioner/ Secretary to travel 136 kms on daily basis. This is a misleading information and reality is that money has been illegally drawn from state exchequer by showing all these long distance travels," says Dr Mushtaq Khan, a noted RTI activist.
Pertinent to mention that looting state exchequer under the name of tour and travel is not a new thing. Recently a Srinagar based newspaper had exposed State Motor Garages and its senior officials who are using official vehicles despite not being entitled for any such services as Government has to bear heavy expenses on fuel charges and maintenance of these vehicles.
The vehicles continue to be "misused" by the officials despite directives from the government that only those officials can use the services who are entitled for the same.
The Deputy Director of State Motor Garages is seen using the official Scorpio for his use while as Works Manager Regional SMG Kashmir was using a Jeep before 2014 floods and is now using a Maruti Dezire car inspite of the fact that these officials are not entitled for any of such services.
The Director State Motor Garage J&K is authorized to use only one government vehicle for the official use between 10 and 4. "But the Director is using two official vehicles. He has kept official Scorpio at home permanently for the personal use while using SX4 for himself along with a driver," said an official of Motor Garage Department.
It is not the civilian administration only which misuses government vehicles, but the misuse of official vehicles is rampant in Police Department as well. One can see one or two vehicles allotted from Dy SP and above. The families of police officers continue to use these vehicles under the garb of security and the helpless taxpayers pay for the fuel of these "Meeb Saabs".
