| Norms violated in appointments, regulations of ReTs in Doda | | | Early Times Report
DODA : Taking cognizance of the complaint filed by District Rural Youth Welfare Association over irregularities in ReT appointments in education Zone Doda and Ghat, Deputy Commissioner Doda Bhuphinder Kumur has entrusted the enquiry to District Vigilance Officer/Additional Deputy Commissioner Doda Mohd Hanif Malik who vide his letter No. DVO/D/Vigilance 2016/690 dated 03-09-2016 has demanded report for Chief Education Officer Doda about the entire case history of engagement of ReT's namely Rafiqa Banoo & Sumiah Kousar ReT UPS Home Guard Line Doda, Mohd Iqbal ReT UPS Basti, Babloo Kumar and Pinky Devi ReT PS Chakri Zone Ghat.
Narrating shocking story of illegal engagement of ReTs, sources disclosed that large scale corruption and nepotism had marred the process.
"While the case of said ReTs is already subjudice before State Vigilance Commission vide case file bearing No. SVC/Camp/820/2014 and Commissioner/Secretary Education Deptt. The said ReTs were regularized in complete departure from norms" said sources in the department.
It is pertinent to mention here that misleading higher ups with false reports and double yard stick is widely in practice in Zone Ghat and Zone Doda and the educated Youth of Doda have demanded similar facility in ReT appointment as extended to said illegal appointments wherein recruitment rule were thrown to wind.
The details received by Early Times reveal that two vacancies of Rehber-e-Taleem Teachers were created at village level in newly upgraded Middle School Basti of village Koti, Zone Doda vide Advertisement No. DIP/J/7160 dated 18-02-2009, one each in Maths and Science. However no candidate was available in village Koti for Maths subject. And it was the official responsibility of then CEO DodaYogeshwar Raj Thusoo and ZEO Doda Abdul Rehman Butt to issue fresh advertisement for Maths Subject at Panchayat Level/Zonal Level as per directions issued vide Govt. order No. 1639 Edu. Of 2003 dated 12-11-2003 .
Whereas Yogeshwar Raj Thusoo the then Chief Education Officer Doda in Criminal connivance with Ab. Rehman Batt the then Zonal Education Officer Doda in order to give undue benefit of appointment to their favourite candidate Mohd Iqbal Khanji with low percentage of marks of another Revenue village Beoli to gain pecuniary benefit did not advertised the Math vacancy at Panchayat level or Zonal Level as but clandestinely and arbitrarily forged a panel of lone candidate Mohd Iqbal Khanji with false statement that application of Mohd Iqbal was received only at Zonal level.
Whereas during 2010-11 accused CEO Doda Yogeshwar Raj Thusoo energized with the illegal appointment of Mohd Iqbal to appoint his blue eyed candidates Babloo Kumar and Pinky Devi as ReT under the influence of money illegally and unnecessarily sanctioned Primary School for habitation Chakri Zone Ghat in ruthless violation of SSA norms in respect of distance, population and roll despite the fact he was aware that he has no powers to open Primary School in this out of norms habitation. According to the norms laid down by Govt. for opening of a Primary School, a habitation must have population of 300 souls, distance from its nearest Primary School facility must have 1 km Said norms were circulated vide Govt. order No. 1085 Edu.- of 1981 dated 26-06-1981 and vide Director School Education Jammu's letter No. his letter No. DSE/J/SSA/18074-81 dated 09-12-2005.
Whereas as per report of Tehsildar Doda dated 28-04-2011 Chakri has a population of only 67 souls, its nearest Primary School Facility M/S Upper Seel is only 443 meter away as per certificate of Block Development Officer Doda bearing No. BDOD/2012-13/135 dated 25-04-2013 and the expected roll was less than 10. However then CEO Doda Yogeshwar Raj Thusoo in criminal connivance with Zonal Education Officer Ghat a fake feasibility report was also prepared showing population 117, fake distance from nearest Primary School facility as 2 kms and fake expected roll 30. Accordingly by fraud and misuse of powers CEO Doda sanctioned Primary School for out norms habitation Chakri vide advertisement bearing No. DIP/JK/3161 dated 17-05-2010 Babloo Kumar and Pinky Devi accused No. 06 and 07 were finally appointed as ReT in said school in 2011. There was no topographical compulsion to open said school, as Chakri is a normal hilly area of maize fields, not located on hill top or cut by nallah or river neither forest area nor separated by highway but a hamlet of favorite candidates. It is interesting now to see the report of ZEO Doda and ZEO Ghat. |
