Early Times Report
Jammu, Oct 16: The university of Jammu has failed to install the Biometric attendance system in total violation of the government orders.
A document available with the Early Times reveals that Register Jammu University issued a circular vide NoEstab/16/3755-3854 Dated 22-6-2016 enjoining upon all the employees of the university/offsite campuses for registration on Aadhar Based Attendance web portal developed by NIC. It further impresses upon all to ensure the registration of employees by or before 16th AUGUST 2016 which is still hanging in the balance. These instructions were ostensibly intended to finally ensure installation of Biometric attendance system in the campus meant to enforce punctuality for reporting on duty and leaving office after working hours.
Sources told that despite instructions of the Chancellor to make Biometric attendance mandatory, the University administration has not been able to get the system installed in university campus for its non teaching and teaching faculty. Biometric attendance in the University Campus is need of the hour as it will keep a track on the attendance of teaching faculty and will ensure punctuality, accountability and transparency for the overall interests of students.
The sluggish approach of different departments including Distance Education Department (DDE) for installing Biometric attendance in the campus questions their credentials which do not seem to be inclined to launch the system as it allegedly clashes to their interests of coming and going from the office at their own sweet will presently in vogue, sources said. Sources further told that senior faculty members of DDE come to their office at around 12 noon and leave the complex at around 3 PM which speaks itself about the callousness with which they perform their official duty. They added that the previous Vice Chancellor had raided their office and even called explanation of some of the faculty members. However, lack of control in DDE is contributing immensely to make the working hours of faculty members in DDE more comfortable and enjoying under headship of present Director enjoying blessings the incumbent Vice Chancellor
Sources told that cursory round of various departments of the campus during working hours would reveal the true picture of most of the teaching and non teaching staff members missing from their chairs and rooms as there is no full-fledged mechanism put in place to keep check on such irregularities being committed by officials and teachers. Hence imperative need of installing biometric attendance system cannot be ignored which perhaps is being done by various wings under the nose of university administration.
Taking a dig on the self style working of various departments of the university, sources flayed that it manifests the laxity and decontrol present prevalent within the corridor of power in the university which speaks volume of casual attitude of subordinate offices working under the direct administrative control of university authority flouting its instructions with impunity.
