Overstaffed schools in plains, understaffed in hills mock at CEO Kathua
9 schools overstaffed in Hiranagar, Sallan zone

Jammu, Oct 16: The schools in urban and plain areas of district Kathua are reportedly overstaffed while those in hilly areas are understaffed,. The disparity mocks at much publicized rationalization policy of Education Minister. It also reflects that there is something fishy in numerous transfer orders issued by Chief Education Office (CEO).
Out of hundreds of overstaffed schools in various zones of district Kathua, Early Times has a list of nine schools falling in Zone Sallan and Hiranagar of district Kathua which are overstaffed and the teacher student ratio is 1:3 or 1:4, whereas there are hundreds of schools in hilly areas of district, where the ratio is 1:50 and even much more. These overstaffed schools fall in above written zones are Government High School Gurah Mundian, zone Sallan where 27 teachers are deputed to teach only 72 students and the teacher student ratio is less than 1:3.
Government Higher Secondary School Kuttah, zone Hiranagar has 43 students for which 14 teaching staff is deputed, while in Government Middle School Chann Morian, zone Hiranagar 9 teachers are for 30 students.
In government Middle School Chan Khatrian of zone Hiranagar for 43 students there are 11 teachers, while in Primary School Bhana Chak, zone Hiranagar has 3 teachers for 2 students, while Primary School Panjgrain, zone Hiranagar has 4 teachers for merely 18 students. Government Middle School Dhalli zone Sallan has 7 teachers for 49 students while Middle School Preni zone Sallan had 7 teachers for 22 students and Middle School Bhaiya zone Sallan has 7 teachers for merely 19 students. Sources informed Early Times that all these schools were in plain areas of Hiranagar tehsil and were easily reachable. "By greasing palms of the officials in Chief Education Office (CEO) these teachers have secured their postings in nearby schools while hundreds of far flung area schools have craving for teachers but none cares", sources said. They further said that recently CEO had ordered transfers on mass scale but the overstaffed schools were never touched during these transfers and neither the schools in hilly areas were provided staff, which raise question mark over the transfer orders, allegedly made under influence. "Though Education Minister claimed to streamline the functioning of department but nothing concrete has been done on ground", sources alleged.
