| Secretary seeks copies of last five transfer orders from DSE, CEOs | | | ET Impact

Jammu, Oct 19: The office of Secretary to Government School Education department has sought copies of the last five transfer orders from Director School Education Jammu as well as all the Chief Education Officers of Jammu, which were issued after ban on transfers by the government.
Pertinently Early Times in its edition of October 15, 2016, had carried a story titled, "DSE bans transfers, CEO unmoved; issues back dated orders", in which details regarding backdated transfer orders issued by Chief Education Officer Kathua were shared.
It has been reliably learnt that taking cognizance of the news report, the Additional Secretary to Government School Education department on 17/10/2016, vide communication number Edu/11/342/2009, sought details of transfer orders from Director School Education Jammu. In the communiqué forwarded to DSE Jammu, it reads as, "I am director to refer to the Administrative communication number Edu/11/342/2009 dated 20/9/2015 (which is actually 2016) wherein instructions were issued to the field authorities not to effect any transfer in Jammu division and to convey that the matter is being reviewed in the administrative department. Accordingly you are requested to provide information regarding the following:"
"Copies of orders issued after the instructions were notified vide above mentioned letter regarding closure of transfer window in summer zone. Copies of five transfer orders issued from the Directorate as also by the Chief Education Officers before closure of transfer window. Cases where the officials have been deployed on need basis or any other basis where the salary is drawn from the overall cadre rather than the post sanctioned for that school. The information in this regard may be submitted in the following perform viz-a-viz Name, Designation, date of order, number and Rationale", it reads. All the Chief Education Officers and Director School Education Jammu has been asked to provide the information on 18th of October 2016 and also on email [email protected].
The Director School Education Jammu in return has also forwarded the letter to all Chief Education Officers (CEOs) and Principal DIET for furnishing the information to Directorate, treating matter as most urgent.
Pertinently, Early Times in its news report had gave details of backdated order, CEOK/36-96/98 dated 20/8/2016 which reads as, "Amit Kumar Khajuria, Teacher MHS Hiranagar Zone and Pritam Lal, Teacher Prangoli, Zone Sallan shall change their places of posting with immediate effect. The teachers so transferred shall be relieved immediately and compliance report shall be submitted to this office after weeks time positively."
Moreover, teachers had also alleged that more than one hundred teachers were adjusted and transferred by CEO Kathua, even after transfers were banned by DSE Jammu. |
